Rusya’nın Kuzey Kutup Bölgesi Yeni Güvenlik Politikası:

Öz

Kuzey Kutup bölgesi ya da Arktik bölge, dondurucu iklim koşulları ve çorak bir arazi olması nedeniyle yirminci yüzyıla kadar pek dikkate alınmayan uzak bir bölge olmuştur. Son zamanlarda küresel ısınma ile buzulların erimesi sonucunda dünyanın dikkatini çeken bu bölge, ilgili ülkeler çoğu zaman aralarındaki rekabetin ana kaynağı olan güvenliğe odaklandıkları için artık daha yoğun bir mücadele alanı haline gelmiştir.
2020 tarihinde açıklanan Rusya Federasyonu Kuzey Kutbu stratejisi, askeri bir çatışmayı öngörmekten ziyade güvenlik işbirliğine daha açıktır. Bu araştırmada Kuzey Kutup bölgesindeki Rusya Federasyonu güvenlik politikasının savaş ve düşmanlığa değil barış ve istikrara dayandığı iddiasının uygulanabilirliği, muhtemel kriz senaryoları dikkate alınarak incelenecektir. Rusya Federasyonu’nun Arktik böl- gedeki NATO üyesi ülkelerin çıkarları ile örtüşmeyen stratejik he- deflerinin bir çatışmaya yol açabileceği ve çatışmanın muhtemelen sadece bu bölge ile sınırlı kalmayacağı, Baltık bölgesi, Doğu Avrupa ve Karadeniz hatta Kafkasya’daki NATO müttefik ve ortaklarının güvenlik endişeleri çalışmanın kapsamı içerisinde değerlendirilecektir.

The Russian Security Policy in the Arctic: Achieving Peace Through Building Stability

Öz

Until the twentieth century, the High North Region or Arctic was not considered much because of its freezing and remote wasteland. This region, which has recently attracted the world’s attention as a result of the melting of glaciers due to changing climatic conditions, has now become a more intense area of struggle due to the focus of the Arctic states on security, which is often the main source of competi- tion between them.
The North Pole strategy of the Russian Federation, announced in 2020, is more open to security cooperation rather than anticipating a military conflict. In this study, the applicability of the claim that the security policy of the Russian Federation in the Arctic region is ba- sed on peace and stability, not war and hostility, will be examined by considering possible crisis scenarios. The strategic objectives of the Russian Federation that do not overlap with the interests of NATO member states in the Arctic region may cause a conflict and the conf- lict will probably not be limited to this region, the security concerns of NATO allies and partners in the Baltic region, Eastern Europe and the Black Sea and even the Caucasus will be evaluated within the scope of the study
