Öz
In a financial crisis the need for specialized knowledge and advice on investing money
is tactile, especially in Bulgaria. The investment culture in Bulgaria is still not high enough and
the insufficient knowledge about investment opportunities in securities leads to avoiding and
denying the "playing" on the stock exchange market. It is necessary that small investors have
alternatives to bank deposits to maintain and increase the value of their savings.
The purpose of this paper is twofold. On the one hand, intermediation with securities in
Bulgaria is analyzed from a legal and an economic aspect, making proposals for greater clarity in
the use of certain terms and emphasizes the importance of the brokerage profession. On the other
hand, the author focuses on an unresolved issue in our investment theory and practice, namely
the accessibility of investment consulting. It is being proposed an option for its promotion so as
to help expanding the investment culture in Bulgaria and open new opportunities for investments
in financial assets.

Öz
Mali kriz koşullarında, özellikle Bulgaristan’da, maddi kaynakların yatırımı alanında
uzman bilgi ve tavsiye gereksinimi açıkça hissedilmektedir. Bulgaristan vatandaşlarının yatırım
kültürü henüz yüksek değildir ve değerli kağıta yatırım imkanlarına dair yetersiz bilgi menkul
kıymetler borsasından kaçınmaya ve “katılımın” inkar edilmesine neden olmaktadır.
Birikimlerinin değerlerini koruyabilmeleri ve yükseltebilmeleri için küçük yatırımcıların
mevduat hesaplarında alternatif seçenekleri olması gerekmektedir.
Makalenin amacı çift taraflıdır. Bir taraftan, bazı terimlerin kullanımında daha büyük
açıklık kazandırılması için teklif sunularak ve borsa aracılığı mesleğinin önemini vurgulayarak,
Bulgaristan’da değerlı kağıt ile aracılığın hukuki ve ekonomi açısından analiz etmektedir. Diğer
taraftan, yazar, dikkatimizi bizim teori ve pratiğimizde cevaplanmamış bir soruna
yöneltmektedir; yatırım danışmanlığı erişebilirliği. Bulgaristan vatandaşlarının yatırım kültürünü
genişletebilmesi ve mali aktiflere yeni yatırım imkanların ortaya çıkmasına yardımcı olacak
şekilde yaygınlaştırılması için bir seçenek sunulmaktadır.
