Akademik Kütüphane Konsorsiyumlarının Sürdürülebilirliğini Yeniden Düşünmek: Küresel ve Stratejik Perspektifler

Öz

Akademik kütüphane konsorsiyumları, dijital bilgi kaynaklarına erişimde iş birliğini, meslektaşların kaynaşmasını ve gerçekleştirilen etkinliklerde maliyet etkinliğini artıran stratejik yapılar olarak yükseköğretim kurumları için kritik bir rol üstlenmektedir. Bu çalışmanın amacı, konsorsiyum yapılarının sürdürülebilirliğini etkileyen faktörleri ortaya koymak ve bu yapılar için geleceğe yönelik stratejik çözüm önerileri geliştirmektir. Bu çalışmada betimsel nitel araştırma deseni benimsenmiş; katılımcılar, araştırma problemine doğrudan katkı sunabilecek bilgi ve deneyime sahip kişiler arasından amaçlı örnekleme yöntemi ile belirlenmiştir. Veri kaynağı olarak Anadolu Üniversite Kütüphaneleri Konsorsiyumu (ANKOS) kapsamında görev yapan kütüphane yöneticileri seçilmiştir. Bu bağlamda 30 yöneticiyle görüşülmesi, nitel araştırmalarda sıkça vurgulanan çeşitliliği sağlama ve veri doygunluğuna ulaşma açısından yeterli görülmüştür. Çalışmada, araştırmacılar tarafından oluşturulan yarı yapılandırılmış görüşme formu, alan uzmanlarının görüşleri alınarak kapsam geçerliği sağlandıktan sonra kullanılmış; elde edilen veriler betimsel analiz yöntemiyle çözümlenmiştir. Bu yaklaşım sayesinde kütüphane yöneticilerinin konsorsiyumlardan beklentileri, söz konusu yapıların gelişimi ve sürdürülebilirliğine yönelik önerileri ayrıntılı biçimde sunulmuştur. Mevcut durumda ANKOS’un üniversite kütüphanelerinin açık erişim politikaları, kurumlararasında ve/veya farklı kurumlarla dönüştürücü anlaşmalar, iletişim ve üye ihtiyaçlarına yönelik farklı eğitim ve etkinlik beklentilerini tam anlamıyla karşılayamadığı görülmektedir. Bununla birlikte, araştırma bulguları kütüphane konsorsiyumlarının, küresel gelişmeleri yakından takip ederek, uluslararası kurumsal iş birliklerini güçlendirerek sürdürülebilir ve etkili bir yapıya kavuşabileceklerini ortaya koymaktadır. Elde edilen bulgular doğrultusunda, kütüphane konsorsiyumlarının etkili ve sürdürülebilir hizmetler tasarlayabilmeleri için; açık bilim uygulamalarının desteklenmesi, dönüştürücü anlaşmaların hayata geçirilmesi, veri tabanı sağlayıcılarıyla üyeler lehine müzakerelerin yürütülmesi, nitelikli personel istihdamı, kapsamlı eğitim içeriklerinin sunulması, uluslararası iş birliklerinin geliştirilmesi ve finansal açıdan alternatif gelir kaynaklarının oluşturulması gerekliliği ortaya konmuştur. Ayrıca farklı gelişmişlik düzeylerine sahip ülkelerdeki üniversite kütüphanelerine yönelik konsorsiyum yapı ve işleyişlerinin karşılaştırmalı olarak ele alındığı, konsorsiyumların stratejik rollerini derinlemesine inceleyen kapsamlı çalışmaların gerçekleştirilmesi, alana önemli katkılar sağlayacak nitelikte görülmektedir. Önemli bulgular ve çıkarımlar sunan bu çalışma, ulusal ve uluslararası literatürde akademik kütüphane konsorsiyumlarının geliştirilmesine ve sürdürülebilir hizmetler tasarlanmasına yönelik, nitel araştırma yöntemiyle gerçekleştirilen ilk kapsamlı araştırma olması nedeniyle özgün bir niteliğe sahiptir.

Rethinking the Sustainability of Academic Library Consortia: Global and Strategic Perspectives

Öz

Academic libraries consortia play a critical role for higher education institutions as strategic structures that enhance collaboration in accessing digital information resources, foster professional networking among peers, and increase cost-effectiveness in organized activities. The purpose of this study is to identify the factors influencing the sustainability of consortia structures and to develop strategic recommendations for their future improvement. In this study, a descriptive qualitative research design was adopted, and the participants were selected through a purposive sampling method among individuals with knowledge and experience directly relevant to the research problem. As the data source, library directors working within the Anatolian University Libraries Consortium (ANKOS) were included. In this context, conducting interviews with 30 directors was considered sufficient to ensure diversity and achieve data saturation, which are frequently emphasized in qualitative research. In the study, a semi-structured interview form developed by the researchers was refined based on expert feedback to ensure content validity, and the data collected through this form were analyzed using descriptive analysis. This approach allowed for a detailed presentation of the directors’ expectations from library consortia as well as their suggestions for the development and sustainability of such structures. In the current situation, it appears that ANKOS has not been able to fully meet university libraries’ expectations regarding open access policies, transformative agreements within and/or across institutions, as well as various training and event needs tailored to member requirements. Nevertheless, the research findings indicate that library consortia can achieve a sustainable and effective structure by closely following global developments and strengthening international institutional collaborations. In line with the findings, it has been emphasized that in order for library consortia to design effective and sustainable services, it is necessary to support open science practices, implement transformative agreements, conduct negotiations with database providers on behalf of members, employ qualified personnel, provide comprehensive training content and creating alternative financial revenue sources have been highlighted. Additionally, comprehensive studies that compare the structures and operations of consortia targeting university libraries in countries with different levels of development and deeply examine the strategic roles of consortia are considered to be of significant value to the field. The study, which presents important findings and implications, is unique in the national and international literature as it is the first comprehensive qualitative research on the development of academic library consortia and designing sustainable services.
