Türkiye'de Kamu Harcamalarının GSMH'ye Oranı: Tarihsel Gelişim ve Ekonomik Etkileri

Bu çalışmada, Türkiye’de kamu harcamalarının gayrisafi milli hasıla (GSMH) içindeki oranının tarihsel gelişimi ve ekonomik etkileri incelenmiştir. Cumhuriyetin ilk yıllarında mali disiplin ön plandayken, 1930’lardan itibaren devletçi kalkınma modelinin etkisiyle kamu harcamaları artış göstermiştir. 1950’lerde liberal politikalarla birlikte altyapı yatırımlarının yoğunlaşması ve 1960–1980 döneminde sosyal devlet anlayışının güçlenmesi, bu harcamaların yükselmesine yol açmıştır. 1980 sonrası liberal reformlara rağmen sosyal güvenlik açıkları ve kriz müdahaleleri, kamu kesiminin yükünü artırmış; 2000’li yıllarda uygulanan mali disiplin politikaları ise başlangıçta kamu harcamalarının oranında düşüş sağlamıştır. Bununla birlikte, sosyal yardımların yaygınlaşması, altyapı projeleri ve özellikle COVID-19 pandemisi ile 2023 deprem felaketi gibi olağanüstü gelişmeler, kamu harcamalarının GSMH’ye oranını yeniden yükseltmiştir. Sonuç olarak, Türkiye’de kamu harcamalarının GSMH’ye oranı uzun dönemli bir artış eğilimi sergilese de, bazı dönemlerde geçici düşüşler görülmüştür. Bu eğilim sosyal refah üzerinde olumlu etkiler yaratmış olmakla birlikte, dönemsel olarak makroekonomik istikrar açısından çeşitli riskler de doğurmuştur.

The Ratio of Public Expenditures to GNP in TÜRKİYE: Historical Development and Economic Effects

In this study, the historical development and economic effects of the ratio of public expenditures to gross national product (GNP) in Turkey are examined. While fiscal discipline was prioritized in the early years of the Republic, public expenditures began to rise with the adoption of the statist development model in the 1930s. In the 1950s, liberal economic policies combined with expanding infrastructure investments, and during the 1960–1980 period, the strengthening of the social state approach further increased these expenditures. Although liberal reforms after 1980 aimed to reduce the state’s direct role in the economy, social security deficits and crisis-driven interventions kept public spending at relatively high levels. Fiscal discipline policies implemented in the early 2000s initially lowered the expenditure ratio, yet social assistance programs, large-scale infrastructure projects, and extraordinary events such as the COVID-19 pandemic and major earthquakes contributed to its subsequent rise. Overall, the ratio of public expenditures to GNP in Turkey has shown a long-term upward trend, though temporary declines occurred in certain periods. This trend has enhanced social welfare in many respects, but it has also posed periodic risks to macroeconomic stability.
