Ayniyat Defterlerine Göre Yeni Ordunun İkmal Sürecinde Anadolu’nun Rolü (Nisan 1827-Mart 1828)

Bu çalışma, II. Mahmut döneminde Yeniçeri Ocağı’nın kaldırılmasının ardından kurulan Asâkir-i Mansûre-i Muhammediye ordusunun ikmal sürecinde Anadolu’nun üstlendiği rolü incelemektedir. Araştırma, Nisan 1827-Mart 1828 dönemine ait 15, 16 ve 17 numaralı Anadolu Ayniyat Defterleri esas alınarak hazırlanmıştır. Söz konusu defterlerde vali, mütesellim, mutasarrıf, ayan, muhafız ve kadılara gönderilen çok sayıda yazışma bulunmakta; bu yazılar, merkezi yönetimin yeni ordunun gereksinimlerini temin etmek için Anadolu’ya yönelttiği talepleri açıkça ortaya koymaktadır. Elde edilen belgeler asker temini, mühimmat-hammadde, askerî kıyafet, tersane ve donanma malzemesi olmak üzere dört ana kategoride incelenmiştir. Buna göre, Anadolu’dan İstanbul’a gönderilen neferlerin seçiminde gönüllülük esasına önem verildiği fakat sevk sürecinde firar, yaş uygunsuzluğu gibi aksaklıkların yaşandığı tespit edilmiştir. Ayrıca askerî imalathanelerin malzeme ihtiyacının büyük ölçüde Anadolu’dan karşılandığı anlaşılmıştır. Özellikle kirpas, güherçile, kereste ve sahtiyan gibi malzemelerin temininin yeni ordunun ihtiyaçlarının karşılanmasında önemli bir rol oynadığı sonucuna ulaşılmıştır. Adana ve Saruhan civarında yeni güherçile yataklarının bulunduğu tespit edilmiştir. Kereste temininde İzmit ve Canik çevresinin öne çıktığı bulgusu elde edilmiştir.

The Role of Anatolia in the Supply Process of the Newly Established Army According to the Ayniyat Registers (April 1827–March 1828)

This study examines the role of Anatolia in the supply process of the Asâkir-i Mansûre-i Muhammediye Army, established following the abolition of the Janissary Corps during the reign of Mahmud II. The research is based on the Anatolian Ayniyat Registers numbered 15, 16, and 17, covering the period from April 1827 to March 1828. These registers contain numerous correspondences sent to governors, mutasellims, mutasarrıfs, ayans, local guards, and judges, which clearly reveal the demands directed by the central administration to Anatolia in order to meet the needs of the new army. The collected documents were analyzed under four main categories: recruitment of soldiers, ammunition and raw materials, military clothing, and naval and shipyard supplies. Accordingly, it has been determined that while voluntary recruitment of soldiers from Anatolia was emphasized, irregularities such as desertion and age noncompliance occurred during the dispatch process. Furthermore, it has been understood that the material needs of military manufacturing facilities were largely met from Anatolia. In particular, the procurement of kirpas, gunpowder, timber, and sahtiyan played a significant role in meeting the needs of the new army. New gunpowder deposits were identified around Adana and Saruhan, while the regions of İzmit and Canik were highlighted in timber supply.
