Dijital Ticaretin Yeni Rotası: G7 ve BRICS Ülkelerinde Büyümenin Anahtarı Olarak Hizmet İhracatı
Öz
Dijitalleşme süreci, uluslararası ticaretin yapısını dönüştürerek hizmetlerin sınır ötesi sunumunu kolaylaştırmış ve dijital hizmet ihracatını ekonomik büyümenin potansiyel belirleyicilerinden biri hâline getirmiştir. Özellikle bilgi ve iletişim teknolojilerindeki gelişmeler, hizmet ticaretinin kapsamını genişleterek ülkelerin küresel rekabet gücü üzerinde önemli etkiler yaratmaktadır. Bu çalışmada, G7 ve BRICS ülkelerinde hizmet ihracatı ile dijital hizmet ihracatının ekonomik büyüme üzerindeki etkileri 2010-2023 dönemi için karşılaştırmalı olarak analiz edilmektedir. Bu amaçla, Dünya Bankası verilerinden oluşturulan panel veri setinde ekonomik büyüme bağımlı değişken; hizmet ihracatı ve dijital hizmet ihracatı bağımsız değişkenler; mal ihracatı, doğrudan yabancı yatırımlar, yüksek teknoloji ihracat oranı ve internet kullanıcı oranı ise kontrol değişkenleri olarak modele dâhil edilmiştir. Yatay kesit bağımlılığı ve panel birim kök testlerinin ardından analizler, ülke düzeyinde kümelendirilmiş sağlam standart hatalara sahip sabit etkiler modeliyle gerçekleştirilmiştir. Düzey modelinde hizmet ihracatı, mal ihracatı ve doğrudan yabancı yatırımlar pozitif ve anlamlı; dijital hizmet ihracatı ise negatif ve anlamlı bulunmuştur. I(1) değişkenlerin birinci farklarının kullanıldığı sağlamlık modelinde ise hizmet, dijital hizmet ve mal ihracatına ilişkin temel yön ve anlamlılık korunurken doğrudan yabancı yatırımların etkisi anlamlılığını yitirmiştir. Buna karşılık dijital hizmet ihracatının G7 ve BRICS ülkeleri arasındaki farklılaşması düzey modelinde anlamlı olmakla birlikte, birinci farklara dayalı sağlamlık modelinde korunmamıştır. Yüksek teknoloji ihracat oranı ve internet kullanıcı oranı ekonomik büyüme üzerinde her iki modelde de anlamlı bulunmamıştır. Genel olarak bulgular, dijital hizmet ihracatının ekonomik büyüme üzerindeki etkisinin ülke gruplarına ve model spesifikasyonuna duyarlı olduğunu, buna karşılık mal ihracatının her iki modelde de büyümenin en güçlü ve en istikrarlı belirleyicisi olduğunu göstermektedir. Bu sonuçlar, dijital ticaret politikalarının ülkelerin yapısal özellikleri dikkate alınarak tasarlanmasının önemine işaret etmektedir.

The New Route of Digital Commerce: Service Exports as The Key to Growth in G7 and BRICS Countries
Öz
The digitalization process has transformed the structure of international trade, facilitating the cross-border delivery of services and making digital service exports a potential determinant of economic growth. In particular, advancements in information and communication technologies have expanded the scope of service trade, significantly impacting countries' global competitiveness. This study comparatively analyzes the effects of service exports and digital service exports on economic growth in G7 and BRICS countries for the period 2010-2023. For this purpose, a panel dataset created from World Bank data includes economic growth as the dependent variable; service exports and digital service exports as independent variables; and goods exports, foreign direct investment, high-technology export rate, and internet user rate as control variables. Following cross-sectional dependence and panel unit root tests, analyses were performed using a fixed effects model with robust standard errors clustered at the country level. In the level model, service exports, goods exports, and foreign direct investment were found to be positive and significant; while digital service exports were found to be negative and significant. In the robustness model using the first differences of variables I(1), while the fundamental direction and significance of service, digital service and goods exports were preserved, the effect of foreign direct investment lost its significance. In contrast, the differentiation of digital service exports between G7 and BRICS countries was significant in the level model, but was not preserved in the robustness model based on first differences. High-tech export rate and internet user rate were not found to be significant on economic growth in either model. Overall, the findings show that the effect of digital service exports on economic growth is sensitive to country groups and model specifications, while goods exports are the strongest and most stable determinant of growth in both models. These results point to the importance of designing digital trade policies taking into account the structural characteristics of countries.
