Halka Doğru’dan Halkçılığa: Halkın İnşası Sürecinde Popülist Yönelimler

Cumhuriyet dönemindeki halkçılık anlayışını “halk”ın nasıl tanımlandığı ve kurulduğu sorusu çerçevesinde ele alan çalışmada, II. Meşrutiyet döneminde ortaya çıkan “halka doğru” düşüncesinden Cumhuriyet döneminin halkçılık ilkesine uzanan düşünsel süreklilik esas alınarak, “halk” kategorisinin hangi düşünsel ve kurumsal araçlar aracılığıyla şekillendiği incelenmektedir. Bu kapsamda çalışma, “halka doğru” düşüncesini ve Ziya Gökalp’in solidarist halkçılık anlayışını birlikte ele alarak, bu düşünsel sürekliliğin Cumhuriyet dönemindeki halkçılık anlayışına ve Halkevleri gibi kurumsal yapılara nasıl zemin hazırladığını tartışmaktadır. Halkçılığın yalnızca mevcut halkın temsil edilmesine dayanan siyasal bir söylem olmadığı; aksine “halk”ın belirli normatif çerçeveler içerisinde tanımlandığı, dönüştürüldüğü ve yeniden kurgulandığı kurucu bir müdahale alanı olduğu ileri sürülmektedir. Tematik literatür incelemesine dayanan çalışma, popülizmi halkın inşasına odaklanan bir perspektifle ele almakta; II. Meşrutiyet’ten Cumhuriyet’e uzanan süreçte halkın ideolojik ve kurumsal düzeyde nasıl üretildiğini ortaya koymayı amaçlamaktadır.

From “Halka Doğru” to “Halkçılık”: Populist Tendencies in the Construction of the People

This study examines the Republican-era understanding of peopleism through the question of how “the people” were defined and constructed. Focusing on the intellectual continuity extending from the idea of “toward the people” (halka doğru), which emerged during the Second Constitutional Period, to the Republican principle of peopleism, the study explores the intellectual and institutional mechanisms through which the category of “the people” was shaped. In this context, it considers the idea of “toward the people” alongside Ziya Gökalp’s solidarist conception of peopleism and discusses how this intellectual continuity laid the groundwork for the Republican understanding of peopleism and institutional structures such as the People’s Houses (Halkevleri). The study argues that peopleism was not merely a political discourse based on the representation of an already existing people; rather, it constituted a formative field of intervention through which “the people” were defined, transformed, and reconstructed within particular normative frameworks. Drawing on a thematic review of the literature, the study approaches populism from a perspective centered on the construction of the people and aims to demonstrate how “the people” were produced at both ideological and institutional levels throughout the transition from the Second Constitutional Period to the Republic.
