Deprem Sonrası Kolektif İyileşme Süreçleri: Mutluluk Ekonomisi ve Sosyal Politika Kesişiminde Bir Tartışma

Öz

Bu çalışma, deprem sonrası kolektif iyileşme süreçlerini mutluluk ekonomisi ve sosyal politika kesişiminde incelemeyi amaçlamaktadır. Çalışmada öncelikle benimsenen doküman-temelli literatür taraması yöntemi ile kolektif travma, öznel iyi oluş ve mutluluk ekonomisi kavramlarına dayalı kuramsal çerçeve sunulmaktadır. Şili, Japonya ve Türkiye örnekleri üzerinden yapılan karşılaştırmalı vaka analizi ile de güçlü sosyal koruma sistemlerinin ve kurumsal koordinasyonun kolektif iyileşme hızını nasıl etkilediği ortaya konulmaktadır. Metin, bireylerin psikolojik sağlığını ve toplumsal bağlarını güçlendiren müdahalelerin, sürdürülebilir bir iyileşme için barınma ve ekonomik yardımlar kadar hayati olduğunu savunmaktadır. Bulgular, sosyal politika araçlarının (barınma, nakit transferleri, MHPSS, vb.) kolektif iyileşme kapasitesini belirlediğini; SWB ve WELLBY temelli ölçümlerin politika tasarımında yol gösterici olabileceğini ortaya koymaktadır. Özetle bu çalışma; "Evleri yaptık, iş bitti" anlayışına karşı, "Bireylerin yaşam enerjisi ve toplumsal güven ne durumda?" sorusunu soran, insan odaklı bir iyileşme manifestosu niteliğindedir.

Post-Earthquake Collective Recovery Processes: A Discussion at the Intersection of the Happiness Economy and Social Policy

Öz

This study aims to examine post-earthquake collective recovery processes at the intersection of the happiness economy and social policy. The study first presents a theoretical framework based on the concepts of collective trauma, subjective well-being, and the happiness economy, using a document-based literature review method. A comparative case analysis of Chile, Japan, and Turkey reveals how robust social protection systems and institutional coordination influence the pace of collective recovery. The text argues that interventions strengthening individuals' psychological health and social bonds are as vital for sustainable recovery as housing and economic assistance. The findings reveal that social policy tools (housing, cash transfers,MHPSS,etc.) determine the capacity for collective recovery and that SWB and WELLBY-based measurements can guide policy design. In summary, this study is a human-centered recovery manifesto that challenges the “We built the houses, job done” mindset by asking, “What is the state of individuals' life energy and social trust?”
