Kamu Çalışanlarının Etik İklim Algılarının Örgütsel Sinizm Tutumları Üzerindeki Etkisi: Kamu Sektöründe Bir Uygulama

Öz

Gerçekleştirilen çalışmanın amacı; Milli Eğitim Bakanlığına bağlı devlet okullarında ve merkez teşkilatında görevli olan yönetici ve öğretmenlerin etik iklim algılarını ve örgütsel sinizm tutumlarını belirlemek, etik iklimin örgütsel sinizmin bilişsel, duyuşsal ve davranışsal boyutları üzerindeki etkilerini ve bu etki ve ilişkinin katılımcı profillerine göre değişip değişmediğini tespit edebilmektir. Araştırmada veriler, “etik iklim” ve “örgütsel sinizm” ölçeği kullanılarak toplanmıştır. Ölçekler Milli Eğitim Bakanlığı’nda görevli, alanında uzmanlaşmış, Bakanlığın politika ve mevzuat geliştirme çalışmalarına etkin olarak katılan yönetici ve eğitimcilerden oluşan 264 çalışana Ekim 2015-Ekim 2016 tarihleri arasında uygulanmıştır. Elde edilen veriler SPSS 23 ve AMOS 22 programlarından yararlanılarak çözümlenmiştir. Yapılan istatistiksel analizler sonucunda; etik iklimin örgütsel sinizm ve boyutları üzerinde negatif yönde etkiye sahip olduğu bulgulanmıştır. Çalışmanın sonuçları yönetici ve uzmanlarla tartışılmış ve yorumlar alınmıştır. Çalışmanın sonunda, veriler üzerinde yapılan analizlerden yola çıkılarak, kurumlara ve yöneticilere ilgili konularda öneriler sunulmuştur.

The Effect of Ethical Climate Perceptions of Public Employees on Organizational Cynics Attitudes: An Application in the Public Sector

Öz

This study examines ethical climate and organizational cynicism of relationships, the presence and level of ethical climate in the work environment, employees ' perceptions of organizational cynicism, the effects of ethical climate on the cognitive, affective and behavioral dimensions of organizational cynicism, according to the participant profile is analyzed changes in these effects and relationships. For this purpose data were collected from 264 personnel working in the Ministry of national education , in the field of specialized managers and educators actively participating in the development of policy and legislation. Some statistical analyzes were performed on the collected data using SPSS 23 and AMOS 22. According to the results of the study, ethical climate is negative effect on organizational cynicism and its dimensions. The study results were discussed with the managers and experts, and comments were received At the end of the study the results of the analysis have been derived from institutions and administrators and suggestions for relevant topics to be presented.
