Yenilenebilir Enerjinin Kamu Borcuna Etkisi: Türkiye Örneği

Öz

Yenilenebilir enerji yatırımlarının yüksek maliyetli olması borçlanmaya yol açabilmektedir. Bu çalışmada yenilenebilir enerji üretiminin kamu borcu üzerindeki etkisi araştırılmıştır. Çalışmada Türkiye ekonomisi 1990-2021 zaman aralığı için analiz edilmiş ve Bayer-Hanck (2013) eşbütünleşme testi ile FMOLS ve CCR tahmincileri kullanılmıştır. Elde edilen bulgular, yenilenebilir enerji üretiminin kamu borcunu negatif etkilediğini ortaya koymaktadır. Bu durumda yenilenebilir enerji sektörünün gelişmesiyle kamu borcunun azalması beklenebilir. Bir başka deyişle, yenilenebilir enerji sektörünü teşvik edici politikalar kamu borcunun sürdürebilirliği açısından da avantaj sağlayabilmektedir. Çalışmada borçlanma üzerinde ekonomik büyümenin negatif etkiye sahip olduğu gözlenirken kamu harcaması ve dışa açıklığın pozitif etkiye sahip olduğu da belirlenmiştir.
