İşleyiş süreci, yapısı ve doğası itibariyle en çok tartışılan uluslarüstü bir kurum olarak AB’nin anlaşılmasının yolu Birlik içinde cereyan eden siyasi sistemin yapıtaşları ve bunların birbirleri ile olan ilişkilerini anlamaktan geçmektedir. AB içinde siyasi sistemin merkezi yapıtaşları, Birliğin organlarını meydana getirdiğinden, bu yapının anlaşılabilmesi -sıklıkla teknik ve hukuki yönden eleştirilen- kurallarının anlaşılmasına bağlıdır. Bu sebeple yetki, görev ve işlevlerin, hâlihazırda işlemekte olan organların “içyapısı” nın etraflıca anlaşılması kadar AB kurumları arasındaki ilişkilere yönelik başlıca kuralların bilinmesi de gereklidir. Bundan hareketle bu çalışmada Birliğin siyasal sisteminin işlemesinde yaşamsal görevler icra eden “Avrupa Siyasi Partilerinin” hukuki statülerine yönelik Avrupa düzeyindeki düzenlemeleri ele alarak bu konunun ayrıntıları ortaya konmaya çalışılmıştır. Bu amaçla Avrupa partilerinin hukuki statüsünün belirlenmesine yönelik Birlik düzeyindeki yasama faaliyetleri ele alınmış, konu Avrupalılaşma yaklaşımı ışığında incelenmiştir
