Öz

Bu çalışmada, 1980’li yıllarla birlikte yeni bir görünüme bürünen liberalizmde, devlete atfedilen yeni rollerin sorgulanması amaçlanmaktadır. Kapitalist sistem ve devlet arasındaki ilişkinin tarihsel perspektiften gelişimine bakılarak ilişkinin boyutları, süreç içinde değişen rolleri, devletin kapitalist gelişme sürecindeki etkisi ve etkinliği, merkez ve çevre ülkelerde minimal devlet anlayışının uygulanma pratikleri gösterilmeye çalışılacaktır. Çevre ülkelere, devletin ekonomik anlamda küçülmesine yönelik pek çok uygulama önerilmesine ve bu önerilerin hayata geçirtilmesine rağmen, gelişmiş merkez ülkelerdeki pratiğin farklı oluşu ile zaman içinde devletin geleneksel rolleri yerine, benzer boyutta bir etkinlikle, ancak ekonomide farklı roller almak durumunda olması vurgulanmak istenmektedir
