INTERIOR DESIGN APPROACHES FOR EARTHQUAKE RISK IN HEALTHCARE FACILITIES

Öz

In 2023, the major disaster in Turkiye, known as the ‘Kahramanmaraş Earthquakes,’ revealed significant deficiencies regarding the earthquake resistance and interior design of healthcare buildings. Due to the earthquake, 42 hospitals were severely damaged and 94 were moderately damaged, rendering them inoperable and seriously disrupting the continuity of health services. This situation has shown that making health structures earthquake-resistant is critical. While earthquake risks are widely addressed in engineering and architecture, the standards for earthquake risks in the interiors of healthcare buildings have not been sufficiently developed in interior architecture. Existing regulations do not adequately cover interior space parameters and cannot provide user-oriented solutions. This study aims to develop criteria for increasing safety in interior design, ensuring uninterrupted continuity of health services during and after earthquakes, and adopting utilitarian approaches to the interior design of health structures. Within the scope of the research, design guidelines for healthcare buildings applied in Turkey, the UK, and the USA were analyzed. It was concluded that the necessary standards for buildings should be established in interior design to provide uninterrupted service after a disaster. In particular, suggestions such as securing furniture and medical equipment, keeping emergency exits clear and safe, and using materials with high fire resistance are presented. It is emphasized that interdisciplinary, holistic approaches should be adopted in the design of healthcare buildings, and structural and interior components should be evaluated together. In this context, the study aims to contribute to the literature and practice on the development of standards for the interior design principles for earthquake-resilient healthcare buildings.

Öz

2023 yılında Türkiye'de meydana gelen ve "Kahramanmaraş Depremleri" olarak adlandırılan büyük afet, sağlık yapılarının deprem dayanıklılığı ve iç mekân tasarımına ilişkin önemli eksiklikleri ortaya çıkarmıştır. Deprem nedeniyle 42 ağır hasarlı ve 94 az hasarlı hastanenin hizmet veremez hale gelmesi, sağlık hizmetlerinin sürdürülebilirliğini ciddi biçimde aksatmıştır. Bu durum, sağlık yapılarını depreme dayanıklı kılmanın yalnızca yapısal müdahalelerle sınırlı kalmaması gerektiğini, iç mekân düzenlemelerinin de kritik öneme sahip olduğunu göstermiştir. Mühendislik ve mimarlık alanlarında deprem riskleri geniş biçimde ele alınırken, iç mimarlık disiplininde sağlık yapılarının iç mekânlarının deprem risklerine yönelik standartlarının yeterince geliştirilmediği görülmektedir. Mevcut yönetmelikler, iç mekân parametrelerini yeterli ölçüde kapsamamakta ve kullanıcı odaklı çözümler sunamamaktadır. Bu çalışmanın amacı, deprem sırasında ve sonrasında sağlık hizmetlerinin kesintisiz sürdürülebilmesi için iç mekân tasarımında güvenliğin artırılmasına yönelik kriterler geliştirmek ve sağlık yapılarının iç mekân tasarımında faydacı yaklaşımların benimsenmesini sağlamaktır. Araştırma kapsamında Türkiye, İngiltere ve ABD'de uygulanan sağlık yapıları tasarım kılavuzları incelenmiş; yapıların afet sonrasında kesintisiz hizmet sunabilmesi için iç mekân tasarımında gerekli standartların oluşturulması gerektiği sonucuna varılmıştır. Özellikle mobilya ve tıbbi ekipmanların sabitlenmesi, acil çıkışların açık ve güvenli tutulması, yangın dayanımı yüksek malzemelerin kullanılması gibi öneriler sunulmuştur. Sağlık yapılarının tasarımında disiplinler arası bütüncül yaklaşımların benimsenmesi, yapısal ve iç mekânsal bileşenlerin birlikte değerlendirilmesi gerektiği vurgulanmıştır. Bu bağlamda çalışma, sağlık yapılarının iç mekân tasarımına yönelik standartların geliştirilmesi konusunda literatüre ve uygulamaya katkı sağlamayı hedeflemektedir.
