Recommendations for Improving Earthquake Damage Assessment Methods: Insights Drawn from the Türkiye Kahramanmaraş Earthquakes of February 06, 2023

The devastating Kahramanmaraş, Türkiye earthquakes on February 6, 2023 caused widespread destruction. In the aftermath, comprehensive damage assessments were conducted to evaluate the structural condition and habitability of buildings. However, many property owners appealed the initial evaluations, making second assessments necessary and thereby slowing down the post-disaster recovery process. This study aims to identify factors that can improve the accuracy and reliability of initial damage assessments in order to prevent unnecessary appeals. Within the study, damage data from 21 provinces were analysed, and buildings with changed and unchanged damage statuses were evaluated through expert opinions of architects and civil engineers. The experts were selected among professionals working in public institutions, who were not directly involved in the Kahramanmaraş earthquake assessments but were chosen based on their experience in damage evaluation. In this context, ethics committee approval was obtained from the relevant university to collect expert opinions. To determine the building sample, 62,983 appealed cases were reviewed via the e-Government platform, and only those with adequate visual documentation were selected. Expert evaluations revealed that photographic assessment alone is insufficient and emphasized the critical importance of on-site inspections. The findings underscore the need to integrate various elements into the assessment process.
