The purpose of this research is to emphasize the importance of the Qur’an, which is
the most well-established and literary text among many materials and full of constant
information, in the context of value education. In this study, the method of document
review included in qualitative research methodology was used. When analyzing the document, “Qur’an’s Index and Meanings” given by “Directorate of Religious Affairs”
was taken as the basis. According to this, the values emphasized in the Qur’an are classified and analyzed in the context of value education. Values are taken as a total of 12 as
benevolence, justice, tolerance, trust, love, respect, righteousness, responsibility, conscience, honor-dignity, work-progress and patience. The obtained findings suggest that
the universally qualified values are emphasized more in the Qur’an. As a result, a new
classification of values, in which the Qur’an is referenced, has been given in the study
by including different value classifications. Although people adopt different values with
discriminating religion, language and race in different cultures and societies, the Qur’an
is a divine book that guides not only Muslims but also all humanity
