YAPAY ZEKÂ YÖNETİM SİSTEMİ DENETİMİ VE SERTİFİKASYONU: ISO/IEC 42001 VE ISO/IEC 42006’NIN TÜRKİYE’DE SERTİFİKASYON AÇISINDAN DEĞERLENDİRİLMESİ

Öz

Yapay zekâ teknolojilerinin hızla gelişmesi, kuruluşların etik, güvenilir ve sürdürülebilir sistemler kurma ihtiyacını ön plana çıkarmıştır. Bu bağlamda, ISO/IEC 42001:2023 standardı yapay zekâ yönetim sistemleri için küresel olarak kabul gören ilk referans çerçevesidir. ISO/IEC 42006:2025 standardı ise denetim ve sertifikasyon süreçlerinde uygulanacak ilkeleri tanımlayarak uyumluluk güvenilirliğini sağlamaktadır. Bu çalışmada, bu standartların teorik yönleri ve Türkiye'de uygulanma potansiyelleri incelenmektedir. Kamu kurumları, yüksek hacimli veri işleme bilgi sistemleri ve yapay zekâ destekli karar alma mekanizmaları nedeniyle öncelikli uygulama alanları arasındadır. Özel sektör ve KOBİ'ler için ise standartlar hem yasal uyumluluğu sağlama hem de uluslararası rekabet avantajı elde etme potansiyeli sunmaktadır. Üniversiteler ve teknoparklar, eğitim, araştırma ve pilot projeler aracılığıyla standartların yaygınlaştırılmasında kritik rol oynayabilecek aktörler olarak öne çıkmaktadır. Türkiye'de ISO/IEC 42001 ve ISO/IEC 42006 uygulamalarının etkinliğini artırmak için TÜRKAK'ın akreditasyon mekanizmalarının güçlendirilmesi, TSE'nin standardizasyon çalışmalarının hızlandırılması ve belgelendirme kuruluşlarının sürece aktif olarak katılması gerekmektedir. Ayrıca, TÜBİTAK ve KOSGEB destek programlarından sağlanan mali destekler uygulama kapasitesini artıracağı öngörülmektedir. Sonuç olarak, Türkiye'nin bu standartları stratejik bir yol haritasıyla benimsemesi, etik yapay zekâ yönetiminde ulusal güvenilirliği artıracak ve uluslararası rekabet ve uyumluluk avantajları sağlayacaktır.

Öz

The rapid development of artificial intelligence technologies has highlighted the need for organizations to establish ethical, reliable, and sustainable systems. In this context, the ISO/IEC 42001:2023 standard is the first globally accepted reference framework for artificial intelligence management systems. The ISO/IEC 42006:2025 standard ensures compliance reliability by defining the principles to be applied in auditing and certification processes. This study examines the theoretical aspects of these standards and their potential for implementation in Türkiye. Public institutions are among the priority application areas due to their high-volume data processing information systems and AI-supported decision-making mechanisms. As for the private sector and SMEs, standards offer the potential to both ensure legal compliance and gain international competitive advantage. Universities and technology parks stand out as actors who can play a critical role in disseminating standards through education, research, and pilot projects. To increase the effectiveness of ISO/IEC 42001 and ISO/IEC 42006 implementation in Türkiye, TÜRKAK's accreditation mechanisms must be strengthened, TSE's standardization efforts must be accelerated, and certification bodies must actively participate in the process. Furthermore, financial support from TÜBİTAK and KOSGEB support programs is estimated to increase implementation capacity. Consequently, Türkiye's adoption of these standards with a strategic roadmap will enhance national credibility in ethical AI management and provide international competitive and compliance advantages.
