TÜRKİYE AÇISINDAN WAGNER KANUNU’NUN GEÇERLİLİĞİNİN ANALİZİ

Öz

Kamu sektörünün toplam ekonomik faaliyetler içerisindeki payının, ekonomik gelişme ile birlikte artması olgusu Wagner Kanunu olarak adlandırılmaktadır. İlk kez Wagner tarafından çok sayıda ülkenin ekonomik verileri ışığında yapılan çalışmanın sonuçlarına göre, kamu harcamaları ile ekonomik büyüme arasında pozitif yönlü bir ilişki saptanmıştır. Kamu harcamalarının artış yönlü bir eğilim göstermesi, devletin ekonomik ve sosyal yapı içerisindeki rolünün zamanla artmış olmasına bağlanmıştır. Bu çalışmada, kamu harcamaları ile ekonomik büyüme arasındaki ilişki Wagner Kanunu çerçevesinde, Türkiye açısından test edilmiştir. Dolayısıyla modelde kamu harcamalarının gelir elastikiyetinin sıfırdan veya birden büyük gerçekleşmesi beklenmektedir.

THE ANALYSIS OF THE VALIDITY OF WAGNER’S LAW FOR TURKEY

Öz

The growth of public expenditure as a proportion of GNP has received considerable attention from economists, who have mainly directed their attention to the analysis of the reasons for the permanent growth of public expenditure. On the basis of empirical findings, Wagner formulated a law of expanding state expenditure as an inevitable feature of progressive state. He was first scholar to recognize the existence of a positive correlation between the level of economic development and size of the public sector. The purpose of the study is to investigate whether the Turkish case supports Wagner’s Law or not.
