AVRUPA BİRLİĞİ’NDE BİLGİ TOPLUMU POLİTİKALARININ EVRİMİ

Öz

21.yüzyılın başları itibariyle iyice hız kazanmış olan küreselleşme sürecinin önemli özelliklerinden birisi, uluslararası ekonomik ilişkiler alanındaki rekabetin giderek daha fazla bilgiye dayalı hale gelmesidir. Bilgi toplumuna geçişi gerçekleştirmek, Avrupa Birliği’nin AB temel hedefleri arasındadır. Bu çalışmada, AB’nin bilgi toplumu ideallerini yerine getirmek yönünde geliştirdiği politikalar ele alınmaktadır. Bu çerçevede öncelikle AB’nin Mart 2000 Lizbon zirvesi önce ve sonrasında yer alan bilgi toplumu strateji ve politikaları ortaya konulacaktır. Daha sonra ise, bilgi toplumu politikalarının uygulama sonuçları değerlendirilecektir

Öz

One of the important outcomes of globalisation process that gains momentum at the beginning of the 21st century is that more and more the competition on international economic relations depends on knowledge factor. Achieving an information society is one of the basic goals of the European Union. The aim of this study is to describe the policies developed in the course of implementing the ideals of information society. The paper first sets out the information society strategies and policies introduced before and after the EU Lisbon Summit of March 2000. Then, it evaluates the results of the EU information society policies
