Child Sexual Abuse and Violence: Helpline Applications

Öz

The study reveals, based on existing studies, that sexual abuse and violence against children are widespread at a global level. In recent years, developing countries have adopted policies and laws that directly and officially address violence against children, especially sexual abuse. These policies and legal regulations have also increased efforts to improve social service delivery. There have been developments in expanding, enhancing, and coordinating services for victims, such as counselling, shelters, victim advocacy, helplines, women's helpline support groups, children's services, and legal aid. Much of this work has focused on better coordination between institutions, and such social services are often delivered by nongovernmental organizations and other community organizations. Helplines can allow survivors to have their voices heard in such situations. This study aims to address violence and abuse against children, which is an essential issue in social life under helplines. In the study, the process of starting the helplines, the establishment of international helplines, and the projects implemented with successful examples will be described. The study will conceptualize the issue through good examples of relevant international public and nongovernmental organizations. A comparative analysis will be made to improve the practices of the state, local governments, bar associations, and nongovernmental organizations in Turkey, especially with the best examples for sensitive groups such as children.
It is thought that the study will support the creation of the best helplines for child abuse and violence by contributing to the development of existing practices. At the same time, local conceptualization can be made by presenting the best international examples. This study can contribute to a systematic discussion of the best-practice approach.

ÇOCUĞA YÖNELİK CİNSEL İSTİSMAR VE ŞİDDET: YARDIM HATLARI UYGULAMALARI

Öz

Çalışma, çocuklara yönelik cinsel istismar ve şiddetin küresel düzeyde yaygın olduğunu mevcut çalışmalara dayanarak ortaya koymaktadır. Son yıllarda, gelişmekte olan ülkeler, çocuklara yönelik şiddeti, özellikle cinsel istismarı içeren, doğrudan ve resmi olarak ele alan politika ve yasaları benimsemişlerdir. Bu politika ve yasal düzenlemeler, sosyal hizmet sunumunu geliştirmeye yönelik çabaları da artırmıştır. Danışmanlık, sığınma evleri, mağdur savunuculuğu, yardım hatları, kadın yardım hatları destek grupları, çocuk hizmetleri ve adli yardım gibi mağdurlara yönelik hizmetleri genişletme, iyileştirme ve koordine etme yönünde gelişmeler yaşanmıştır. Bu çalışmaların çoğu, kurumlar arasında daha iyi koordinasyona odaklanmış ve bu tür sosyal hizmetler genellikle sivil toplum kuruluşları ve diğer toplum örgütleri tarafından sunulmuştur. Yardım hatları, hayatta kalanların bu tür durumlarda seslerini duyurabilme fırsatı sunabilir. Bu çalışma, toplum yaşamının önemli bir konusu olan çocuklara yönelik şiddet ve istismarın yardım hatları altında ele alınmasını amaçlamaktadır. Çalışmada, yardım hatlarının başlama süreci, uluslararası yardım hatlarının kuruluşu ve başarılı örneklerle uygulanan projeler ifade edilecektir. Çalışma, konuyu ilgili uluslararası kamu ve sivil toplum kuruluşlarının iyi örnekleri üzerinden kavramsallaştırarak ele alacaktır. Özellikle çocuklar gibi hassas gruplara yönelik en iyi örneklerle birlikte, Türkiye'de devlet, yerel yönetimler, barolar ve sivil toplum kuruluşlarının uygulamalarının geliştirilebilmesi için karşılaştırmalı bir şekilde analiz yapılacaktır.
Çalışmanın, mevcut uygulamaların geliştirilmesine katkı sağlayarak çocuk istismarı ve şiddeti konusunda en iyi yardım hatlarının oluşturulmasını destekleyeceği düşünülmektedir. Aynı zamanda uluslararası en iyi örneklerin sunulması yoluyla yerel kavramsallaştırmanın yapılabileceği öngörülmektedir. Bu çalışma, en iyi uygulama yaklaşımının sistematik bir şekilde ele alınmasına katkı sağlayabilecektir.
