EUROPEAN UNION’S CENTRAL ASIA POLICY IN THE FRAMEWORK OF AID PROGRAMMES

Central Asia is notable as a region where the European Union (EU) has not been effective at the expected level although it has recently increased its effectiveness. The ineffectiveness of the EU in Central Asia reinforces the belief that it is necessary for the EU to adopt an interest-based policy toward the region. On the other hand, the EU faces criticism that it ignores its value-based principles when it cooperates with the authoritarian regimes of Central Asia by an approach prioritizing its interests. The dilemma about the EU’s Central Asia policy gives the impression that values and interests of the EU clash over the policy toward the region and at that point, it strengthens the claims that the EU has to make a choice between its human rights and security priorities. This study, which is inspired by the mentioned case of EU’s Central Asia policy, aims to find out to what degree this interest/value dilemma is reflected by the aid programmes developed by the EU toward the region. Thus, the validity of the claims that the EU’s interests overshadow the values it favoured in Central Asia is discussed within the framework of the aid programmes for the region.
