NATO'NUN ÇEVREYE İLİŞKİN ROLÜ

Öz

After the Cold War ended, NATO must be given new functions, and structured, towards a more effective role for the solution of environmental problems threaten the national security. In addition to fulfilling the conventional responsibilities such as ensuring the security of its Allies, NATO has addressed the struggle against impending security threats caused by environmental issues, such as the natural resource scarcity, the pollution, and the circumstances leading to disasters, regional tensions and violence. Based on an analysis of this issue, this study aims the general assessment of NATO’s activities and programs related to environmental security carried out so far. To that end, it is firstly provided information about NATO’s structure and working. Afterwards, the NATO’s viewpoint on environment and security within the scope of the struggles caused by military actions, as well as environmental problems such as energy and water scarcity, examined in detail. The other dealt with in the context of this study, also is to the activities of Committee on the Challenges of Modern Society reflects the civilian side of NATO, and the contribution to the Environment and Security initiative

Öz

Soğuk Savaş sonrası dönemde NATO, ulus güvenliğini tehdit eden çevre sorunlarının çözümünde daha etkin bir rol oynaması yönünde yeni işlevlere kavuşturularak, yapılandırılmıştır. Müttefiklerinin güvenliğini sağlamak gibi geleneksel görevlerini yerine getirmenin yanı sıra, NATO, üstlendiği bu yeni misyonları ve görevleri çerçevesinde; doğal kaynak kıtlığı, kirlilik ve bunun gibi sonucunda felaketlere, bölgesel gerilimlere ve şiddete yol açan koşulları ifade eden çevresel sorunlardan kaynaklanan güvenlik mücadelelerini ele almaktadır. Bu temelde yapılan bir analize dayanan bu çalışmada, NATO’nun bugüne değin yaptığı çevre güvenliğine ilişkin faaliyetlerinin ve programlarının genel bir değerlendirmesi amaçlanmaktadır. Bu amaçla, öncelikle NATO’nun savunma boyutuna dayalı olarak yapısına ve işleyişine ilişkin bilgi verilmektedir. Ardından, enerji, su kıtlığı gibi çevreden doğan güvenlik mücadelelerinin yanı sıra, askeri eylemlerden kaynaklanan mücadeleler kapsamında NATO’nun çevre ve güvenlik konusuna bakış açısı detaylı olarak irdelenmektedir. NATO’nun sivil boyutunu yansıtan Modern Toplumların Sorunları Komitesi’nin yaptığı çalışmalar ile Çevre ve Güvenlik girişimine katkısı, bu çalışma bağlamında ayrıca ele alınan diğer konulardır
