NATO’S ENERGY SECURITY POLICIES IN THE NORTHERN BLACK SEA AND THE CASPIAN SEA IN THE CONTEXT OF THE USE OF FORCE
Abstract
With the end of the Cold War, the bipolar world order ended and the fact that NATO, which was one wing of this pole, had completed its mission has become a subject of debate by many. However, many issues ranging from terrorism to energy security have emerged in this order, creating new areas of duty for NATO. This mission has been attempted to be defined by the USA in particular, under the influence of securitization policies, and the new NATO identity has begun to take shape according to these security perceptions. The answer sought to the question of whether the organization can achieve energy security in the north of the Black Sea and the Caspian region, taking into account the ongoing Ukrainian War, as it has achieved with military force applications in many geographies, constitutes the basic problem/purpose of this study. Certain sections of the study, which was prepared as a case study from qualitative research methods, have been supported by quantitative data. The study concluded that NATO could not implement the hard power policy it had previously implemented in many geographies in the context of energy security in the mentioned regions due to reasons such as Russia’s military presence, the strategic advantage created in favor of Russia by Crimea, the Turkish Straits law and the weaknesses of the US military organization, especially in the Caspian Sea.
