CHINA’S ELECTRIC VEHICLE MARKET EVALUATION WITH A PUBLIC ECONOMICS PERSPECTIVE BASED ON THE DRAGHI REPORT

Öz

The European Union's significant innovation gap in recent years, compared to China and the United States, has highlighted numerous problems. In particular, the decline in productivity growth and the resulting decline in economic growth rates have led Europe to fear a loss of welfare for the future. These developments are driven by the failure to keep pace with the latest technological advancements and a decline in competitiveness, particularly against China, which has made significant strides over the last 20 years. China's early public support for the electric vehicle market, and the density of its supply chain, have led the EU to lose its automotive dominance in the electric vehicle arena. Based on this perspective, this study examines the fundamentals of the Chinese electric vehicle market, drawing on the Draghi Report, which was presented as a roadmap to address the challenges facing the EU. This study develops policy recommendations for the EU, focusing on the public economy, based on the Chinese example. In the study using a literature review, it was concluded that the EU should ensure energy independence in order to eliminate the decrease in efficiency, the necessary legal arrangements should be made to ensure the financing of the Draghi Report, effective artificial intelligence applications should be developed/used, and EU member states should demonstrate effective cooperation in achieving the goals of the report.

KAMU EKONOMİSİ PERSPEKTİFİ İLE DRAGHI RAPORU EKSENİNDE ÇİN ELEKTRİKLİ ARAÇ PİYASASININ DEĞERLENDİRİLMESİ

Öz

Çin ve Amerika Birleşik Devletleri’ne göre Avrupa Birliği’nin son yıllarda önemli derecede inovasyon açığı yaşaması beraberinde birçok problemi gündeme getirmiştir. Özellikle verimlilik artışındaki azalma ve bunun bir yansıması olarak ekonomik büyüme oranlarının düşmesi Avrupa’nın gelecek adına refah kaybı endişeleri yaşamasına neden olmuştur. Bu gelişmelerin yaşanmasında ise en son teknolojik gelişmelerin yakalanamaması ve özellikle son 20 yılda önemli atılım gerçekleştirilen Çin’e karşın rekabet gücünün azalması vurgulanmaktadır. Zira Çin’in elektrikli araç piyasasına yönelik erken dönemde başlattığı kamusal destekler ve tedarik zincirinin yoğunluğu AB’nin otomotiv alanındaki üstünlüğünü elektrikli araçlar alanında kaybetmesine neden olmuştur. Bu noktadan hareketle çalışmada, AB’nin karşı karşıya olduğu sorunların çözümü amacıyla bir yol haritası olarak ortaya konulan Draghi Raporu ekseninde Çin elektrikli araç piyasasının temelleri ele alınmıştır. Bu sayede Çin örneğinden hareketle kamu ekonomisi ekseninde AB için politika önerileri geliştirilmiştir. Literatür taramasının kullanıldığı çalışmada, AB’nin verimlilik azalışını gidermesi amacıyla enerji bağımsızlığını sağlaması, Draghi Raporu’nun finansmanının sağlanabilmesi için gereken yasal düzenlemelerin yapılması, etkin yapay zekâ uygulamalarının geliştirilmesi/kullanılması ve AB üyesi ülkelerin raporun hedeflerine ulaşılmasında etkin bir iş birliği sergilemesi gerektiği sonuçlarına ulaşılmıştır.
