THE U.S. FOREIGN POLICY ON THE ISRAEL-PALESTINE CONFLICT: CHANGE OR CONTINUITY?

The Israel-Palestine conflict has remained one of the most enduring conflicts in international politics since 1948. Although the United States has claimed to have played the role of a mediator from the outset, its policies have historically followed a strategic line prioritizing Israel’s security. The “Deal of the Century” announced during the Trump administration, along with the radical decisions regarding Jerusalem, have made the institutionalized nature of this bias visible. However, the differences in rhetoric and approach of the Biden administration, which came to office after this period, have opened a debate about the possibility of a change in the U.S. foreign policy approach towards the Israel-Palestine issue. This study examines whether change or continuity prevails in US policy towards Israel-Palestine by comparing the Trump and Biden administrations. Adopting a qualitative method, official documents, leader statements, diplomatic steps, and academic literature were analyzed within a comparative framework. The findings indicate that despite differences in rhetoric and approach between the two administrations, support for Israel exhibits structural continuity. Consequently, the study concludes that the US claim to mediation is far from neutral and does not meet the requirements of mediation. In this context, the research offers a contemporary contribution to the debate on change and continuity in US foreign policy and highlights the theoretical limitations regarding the US position in the mediation literature.
