ABD DIŞ POLİTİKASINDA İSRAİL-FİLİSTİN MESELESİ: DEĞİŞİM Mİ, DEVAMLILIK MI?

Öz

İsrail-Filistin meselesi, 1948’den bu yana uluslararası siyasetin en kalıcı çatışmalarından biri olmayı sürdürmektedir. Amerika Birleşik Devletleri, sürecin başından itibaren arabulucu rolü üstlendiğini ileri sürse de izlediği politikalar tarihsel olarak İsrail’in güvenliğini önceleyen stratejik bir çizgide ilerlemiştir. Trump yönetimi döneminde açıklanan “Yüzyılın Anlaşması”, ve Kudüs’ e ilişkin radikal kararlar, bu tarafgirliğin kurumsallaşmış niteliğini görünür kılmıştır. Ancak bu dönemin ardından göreve gelen Biden yönetiminin söylem ve yöntem farklılıkları, ABD dış politikasında İsrail-Filistin meselesine yaklaşımdaki değişim ihtimalini tartışmaya açmıştır. Bu çalışma Trump ve Biden yönetimlerini karşılaştırarak ABD’nin İsrail-Filistin politikasında değişim mi yoksa devamlılık mı hâkim olduğu sorusunu incelemektedir. Nitel bir yöntem benimsenerek, resmî belgeler, lider açıklamaları, diplomatik adımlar ve akademik literatür karşılaştırmalı bir çerçevede analiz edilmiştir. Bulgular, iki yönetim arasında söylem ve yöntem arasında farklılıklar bulunsa da İsrail’e verilen desteğin yapısal bir süreklilik arz ettiğini göstermektedir. Sonuç olarak çalışma, ABD’nin arabuluculuk iddiasının tarafsızlıktan uzak olduğunu ve arabuluculuğun gereklerini karşılamadığı çıkarımına ulaşmaktadır. Bu bağlamda araştırma, ABD dış politikasının değişim ve devamlılık tartışmasına güncel bir katkı sunmakta ve arabuluculuk literatüründe ABD’nin konumuna ilişkin teorik sınırları görünür kılmaktadır.

THE U.S. FOREIGN POLICY ON THE ISRAEL-PALESTINE CONFLICT: CHANGE OR CONTINUITY?

Öz

The Israel-Palestine conflict has remained one of the most enduring conflicts in international politics since 1948. Although the United States has claimed to have played the role of a mediator from the outset, its policies have historically followed a strategic line prioritizing Israel’s security. The “Deal of the Century” announced during the Trump administration, along with the radical decisions regarding Jerusalem, have made the institutionalized nature of this bias visible. However, the differences in rhetoric and approach of the Biden administration, which came to office after this period, have opened a debate about the possibility of a change in the U.S. foreign policy approach towards the Israel-Palestine issue. This study examines whether change or continuity prevails in US policy towards Israel-Palestine by comparing the Trump and Biden administrations. Adopting a qualitative method, official documents, leader statements, diplomatic steps, and academic literature were analyzed within a comparative framework. The findings indicate that despite differences in rhetoric and approach between the two administrations, support for Israel exhibits structural continuity. Consequently, the study concludes that the US claim to mediation is far from neutral and does not meet the requirements of mediation. In this context, the research offers a contemporary contribution to the debate on change and continuity in US foreign policy and highlights the theoretical limitations regarding the US position in the mediation literature.
