data about the subject first and then presenting it by analyzing the data
collected. In this respect, the needed data was collected via document analysis model, one of the qualitative reseach
methods, and the obtained
information from the content analysis of the collected data was presented. As a
result of the research, it was noted that the goals defined in the programs of
Justice and Development Party for 59th and 60th term of

in number of schools, teachers and students in pre-school, primary education,
secondary education, high school and higher education institutions. A
significant progress has been made in the school attendance of girls who are
disadvantaged compared to boys and who cannot continue to study. In this
respect, a total of 250,000 girls have been enrolled between 2003 and 2007 with
the "Haydi Kızlar Okula" campaign carried out jointly with UNICEF.
There were also increases in teacher appointments during this period. Despite
this increase in teacher appointments, the concept of "Non-Assigned
Teacher" has appeared due to too many graduated teacher candidates. Also,
distribution of free course books in schools was provided during this period.
