Dönmek veya Dönmemek, İşte Bütün Mesele Bu

Öz

Bu araştırmada temel amacım, Amerika Birleşik Devletleri’nin Orta Batı bölgesinde bulunan bir devlet üniversitesinde eğitimlerine devam eden yahut yakın zamanda mezun olmuş Türk öğrencilerin eğitimlerinin ardından Türkiye’ye dönme veya dönmeme kararlarını ve bu kararı verirken nasıl bir düşünce yapısına sahip olduklarını incelemektir. Bu amaca ulaşmak amacıyla nitel yöntem tercih edip 19 katılımcı ile yarı-yapılandırılmış görüşmeler gerçekleştirdim. Verilerin analizinde tematik içerik çözümlemesi yaklaşımını kullandım. Analiz sonucunda dönme kararı veren katılımcıların kararlarının altında yatan esas nedenin, Türkiye’ye bilgi ve teknoloji aktarımı olduğunu belirledim. Dönmeme kararı veren katılımcıların ise daha iyi bir ekonomik güce sahip olmak, daha rahat bir siyasal atmosferde yaşamak ve daha profesyonel bir çalışma ortamında kariyer yapmak nedenlerinden etkilendiğini saptadım. Katılımcılar beyin göçünü engellemek amacıyla Türkiye’de ekonomik olanakların gelişmesinin ve siyasal durumun iyileştirilerek demokrasinin ilerletilmesinin gerekli olduğunu vurgulamıştır. Araştırma sonucunda beyin göçü ile baş edebilmek için Türk yükseköğretim sisteminin demokratik bir gelişimi ekonomik bir gelişimle birleştirmesi gerektiğini önerdim.

To Return, or Not to Return, That is the Question

Öz

My primary purpose in this study was to examine international Turkish students’ (active or recently graduated) decision to return or not to return to Turkey after their education at a state university in Midwest region of the United States of America. For data collection, I conducted semi-structured interviews with 19 international students. The findings of the study indicated that participants who decided to return home do so to transfer knowledge and technology to Turkey. On the other hand, the participants who decided not to return to Turkey aimed to have better economic living conditions, to live in a more peaceful living environment, and to have a career in a more professional working environment. As a result of the study, I suggested that Turkish Higher Education System combine an economic growth with a cherishing democratic environment to overcome brain drain.
