This paper examines social network analysis of reform projects that one each important as an actor in the process of public policy in Turkey over the period 1620-1991. The purpose of the study is to reveal relationships between actors each other and the structure of relations. Theoretical framework of this study to investigate who are the actors and what are relationships between the actors contained in the process of creating public policy in Turkey. It is a quantitative study. Secondary data are used. Reports have been examined. Screening method was used from data collection methods, documents have been reviewed through history. This method was used in parallel with network analysis technique. According to results of the study, determinations and suggestions of solution are up to date during the period between 1620-1991. Events of Turkey's political history have always been important in terms of the process of public policy. Reform projects seem as if "Save the Government". This situation has resulted in duplication of the same solutions.
