Kültürel Peyzajın Korunması ve Sürdürülebilir Kentsel Gelişmenin Yaratılması Yönünde Bir Politika Önerisi

Öz

Bu araştırmanın amacı Kayseri Büyükşehir Belediyesi sınırları içerisinde yeralan İncesu kenti için üst ölçekli planlarda öngörülen kentsel gelişme politikalarını tespit etmek, kültürel peyzajı oluşturan doğal ve kültürel değerleri ortaya koymak ve sürdürülebilir kentsel gelişme ekseninde alternatif gelişme politika önerisi üretmektir. Araştırma bulgularından biri üst ölçekli planlarda kültürel peyzaj değerlerinin korunmasının, geliştirilmesinin ve yakın çevredeki turizm odakları ile Kayseri bölgesindeki odakların bütünleştirilmesinin temel bir politika olarak kabul edildiğidir. Ancak, kentsel gelişme politikaları İncesu için sanayi odaklı bir gelişim öngörmekte ve İncesu kültürel peyzajını değerlendirmeye almamaktadır. Araştırmanın sonucunda İncesu yerleşmesinin kültür turizmi merkezi Ürgüp’e yakın bir yerde, Kapadokya ile Erciyes Dağı Kış Sporları Turizm Merkezi, Kayseri kent merkezi, Sultan Sazlığı Milli Park alanı arasında konumlanması ve kültürel peyzaj alanlarına sahip olması sebebiyle bütünleştirici turizm odağı olarak yükselme potansiyelinin olduğu ortaya konulmaktadır. Bunun yanısıra kültürel peyzajın korunması ile sürdürülebilir kentsel gelişmenin yaratılması arasında karşılıklı bir etkileşim olduğu vurgulamakta ve İncesu tarihi kentinde kültürel peyzaj alanlarının korunması, geleneksel ve modern kentsel alanlar arasında uyumun sağlanması yönünde geliştirilecek sürdürülebilir kentsel gelişme modeli önerilmektedir

A POLICY FOR CONSERVATION OF THE CULTURAL LANDSCAPE AND SUSTAINABLE URBAN DEVELOPMENT

Öz

The objectives of the research is to determine the urban development policies of the regional plans for the city of Incesu situated inner side of the Kayseri Metropolitan area, to demonstrate the natural and cultural values of cultural landscape of Incesu, and to produce a proposal for sustainable urban development policy. One of the main findings of the research is that conservation and improvement of the tourism values and integration of the tourism potentials of the Kayseri region with the surrounding tourism destinations is the basic policy of the plans. However, urban development policies of the plans concerning Incesu approve the industrial oriented development and disregard the cultural landscape of the city. The results of the research showed that Incesu has a potential to become an integrative tourism destination because of its cultural landscape and location near by the cultural tourism center of Urgup and between Cappadocia and Mount Erciyes winter sports tourism center, city center of Kayseri, National park area of the Sultan Marshes. Additionaly, this study indicated that there is a mutual relationship between conservation of cultural landscape and sustainable urban development, and recommended the sustainable urban development model which is oriented towards conservation of cultural landscape and designing the harmony between traditional and modern development areas of Incesu
