Alternatif Konut Finansmanı Modelleri: Finansallaşma, Eşitsizlik ve Sürdürülebilirlik Sorunlarına Karşı Kooperatif ve Mikrofinans Yaklaşımları

Öz

Bu çalışma, konut sistemlerinin finansallaşmasıyla birlikte derinleşen üç temel ve birbiriyle ilişkili sorunu ele almaktadır: konutun erişilebilirliğinin azalması, kuşaklar arası eşitsizliğin artması ve çevresel sürdürülebilirliğin zayıflaması. Bu sorunlar birbirinden bağımsız krizler olarak değil, kesişen yapısal dönüşümler olarak değerlendirilmiştir. Çalışma, bu kapsamda kooperatif konutlar ile mikrofinans temelli finansman modellerinin daha adil, kapsayıcı ve iklim duyarlı konut sistemlerinin inşasına nasıl katkı sağlayabileceğini inceleyen bütüncül bir analitik yaklaşım benimsemektedir. Karşılaştırmalı vaka analizleri ve politika literatürüne dayanan inceleme, her iki modelin de finansal erişimi genişletme, mülkiyet yapısını demokratikleştirme ve sürdürülebilir inşaat ile mülkiyet biçimlerini destekleme potansiyelini değerlendirmektedir. Analiz kapsamında, bu modellerin ölçeklenebilirliğini ve uzun vadeli dayanıklılığını mümkün kılan kurumsal koşullar ve politika araçları sosyal teminat mekanizmaları, dijital finans teknolojileri ve harmanlanmış finansman stratejileri ayrıntılı biçimde ele alınmıştır. Elde edilen bulgular doğrultusunda, çalışma; topluluk temelli yönetişim, çok boyutlu etki ölçüm sistemleri ve önleyici, kolaylaştırıcı ve düzeltici konut politikalarını bir araya getiren hibrit bir kuramsal çerçeve önermektedir. Her ne kadar keşifsel nitelikte olsa da bu yaklaşım, konut finansmanını toplumsal adalet ve çevresel sürdürülebilirlik hedefleriyle uyumlu hale getirmek için hem kavramsal bir zemin hem de somut politika önerileri sunmaktadır. Çalışma, bu boyutları bir araya getirerek konutu kısa vadeli finansal kazanç amacıyla kullanılan bir varlık olmaktan çıkarıp, uzun vadeli toplumsal yatırımın, eşitliğin ve sürdürülebilirliğin temel bir aracı olarak yeniden konumlandırmayı amaçlamaktadır. Bu yaklaşım özellikle Türkiye gibi dönüşüm sürecindeki ülkeler için kritik önemdedir.

Öz

This study addresses three interconnected challenges exacerbated by the financialization of housing systems: declining affordability, deepening intergenerational inequality, and environmental unsustainability. Rather than approaching these crises in isolation, the paper adopts a unified analytical perspective to evaluate how cooperative housing and microfinance-based financing models can contribute to more equitable, inclusive, and climate-conscious housing systems. Drawing on comparative case studies and policy literature, it assesses each model's potential to enhance financial access, democratize ownership, and support sustainable construction and tenure. The analysis highlights institutional conditions and policy instruments such as social guarantees, digital finance tools, and blended funding strategies that enable the scalability and resilience of these models. Based on these findings, the study proposes a hybrid framework integrating community governance, multi-dimensional impact metrics, and typologies of preventive, enabling, and corrective housing policies. While the study is exploratory in scope, it offers a conceptual foundation and practical recommendations for aligning housing finance with broader goals of social justice and sustainability. By integrating these dimensions, the paper aims to reframe housing finance as a tool for long-term social investment, equity, and sustainability, repositioning housing as a public good rather than a speculative asset, particularly in contexts like Türkiye.
