SUSTAINABLE DEVELOPMENT BRAIN DRAIN and INFORMATION TECHNOLOGIES “A philosophical perspective”

Öz

It has been argued in the present work that there is a significant relationship between sustainable development, brain drain and ICT. Against those accounts of sustainability taking only one single perspective of the developed nations into consideration a broader notion of collective sustainability is suggested and the issue of brain drain is sought to be addressed within this context. The rational strategy to deal with the migration issue cannot come out of the policies focusing on the preventive remedies. Rather, it is suggested that the very temptation to immigrate can and should be managed to facilitate the re-constitution of a fair togetherness of global players. ICT technologies in general, and the technology development regions (techno polis, or techno parcs) in particular can be enhanced as appropriate testing sites to see how far this benefit sharing can be made out of brain drain.

SÜRDÜRÜLEBİLİR GELİŞME BEYİN GÖÇÜ ve BİLİŞİM “Felsefi bir perspektif”

Öz

Bu yazıda, sürdürülebilir gelişme, göç ve bilişim teknolojileri arasında önemli bir ilişki olduğu vurgulanmaktadır. Sürdürülebilirlik nosyonunun, yalnızca gelişmiş ülkeler perspektifinden bakarak ele alınması yerine, birlikte sürdürülebilirlik kavramı önerilmekte, göç sorunu bu bağlamda irdelenmektedir. Göç olgusunun üç temel bileşeni açısından da, bu sorunla başa çıkma sürecinde rasyonel bir stratejinin göçü engellemeye yönelik politikalar geliştirmek olmadığı öne sürülmekte, bunun yerine, göç eğilimini adil bir küresel biraradalığa katkı verecek biçimde değerlendirmek gerektiği vurgulanmaktadır. Bilişim teknolojileri ve bu teknolojilerin etkin bir biçimde kullanıldığı teknoloji geliştirme bölgelerinin, göçe dayalı bir fayda paylaşımında birer laboratuar olarak önemli işlevler gerçekleştireceği savunulmaktadır
