NE EĞİTİMDE NE DE İSTİHDAMDA OLAN GENÇLERE (NEET) YÖNELİK LİTERATÜRÜN BİBLİOMETRİK ANALİZİ

Öz

Gençlerin ekonomik hayatın dışında kalmaları, sadece bireysel değil, toplumsal olumsuz etkileri de beraberinde getirmektedir. Bu nedenle gençlerin sorunlarının çözülmesine yönelik politikaların geliştirilmesi büyük önem taşımaktadır. Bu çerçevede, gençlerin ekonomik hayata dâhil ol(a)mamalarının nedenlerini ve sonuçlarını araştıran çalışmaların sayısı artmakta ve literatür genişlemektedir. Bununla birlikte, söz konusu literatürü sistematik olarak inceleyen ve bütüncül bir bakış açısı sunan çalışmalar kısıtlıdır. Bu çalışma, Scopus veri tabanından elde edilen veriler üzerinden gerçekleştirilen bibliyometrik analiz yöntemiyle Ne Eğitimde Ne İstihdamda Olmayan gençlere (NEET) ilişkin literatürün ana çalışma alanlarını ve gelişim süreçlerini belirlenmeyi amaçlamaktadır. Analiz sonuçları, NEET’lerle ilgili çalışmaların sayısının 2010 yılı öncesinde çok az iken sonraki dönemde geliştiğini göstermektedir. Sonuçlar, NEET tanımının kapsamı ve içeriği, NEET olmaya neden olan unsurlar ve NEET sorununun çözümü amacıyla gerçekleştirilen kamusal programların etkinliği konularında çalışmaların en çok atıf alan çalışmalar olduğunu ortaya koymuştur. Bunun ötesinde, literatürde yer alan çalışmaların çoğunlukla Avrupa bakış açısını yansıttığı, az gelişmiş ve gelişmekte olan ülkelerdeki çalışmaların sayısının ise çok daha az olduğu belirlenmiştir. Çalışma sonuçları, gelişmiş ve gelişmekte olan ülkelerde de NEET’lere ilişkin çalışmalar yapılmasının yanı sıra NEET kavramının sektörel bazlı olarak incelenmesinin konu hakkındaki bilgi düzeyinin genişlemesi açısından gerekli olduğunu göstermektedir.
