A RESEARCH ON THE RELATIONSHIP BETWEEN ADMINISTRATION AND INTERIOR SECURITY: THE CASE OF FRANCE

Öz

    Administration and security, which are among the
basic functions of the state, are two separate phenomena that complement each
other. It is unthinkable to administer without security and to provide security
without administration. The change in one of the administration and security
approachment that leads to each other causes the change of the other. Thus, in
the state administration mechanism; changes related to central government and
local government policies are also affect the functioning of security services.

    The
idea of centralism in state administration and the historical importance of
administrative law in the country, France is one of the first examples that
comes to mind in the countries dominated by centralization. Traces of the
centralized administration approach in the country can also be seen in the
functioning of interior security services. However, the debates focused on the
decentralization in Europe have led to the questioning of this traditional
centralism idea in France, which has brought about some changes. In this study,
the relationship between government and security functions; the central
government and local government policies and the change of these policies will
be examined through the case of France.

    Turkey
and France's central and local government structure shows similarities to a
large extent. In order to see the relationship between administrative and
interior security units in France; the changes in the administrative and
security organizations in the recent period will be put forward and the factors
causing the change in policy will be examined and the effects of these changes
on the security services will be discussed. There is a considerable number of
studies in the foreign literature on the police systems of countries. In the
Turkish literature, these studies are limited. The increase in the examination
of these studies at the academic level will help to examine the relationship
between the administration units and security services. Future studies, to be
carried out in Turkey's interior security policy will constitute practices for
the desired change.

YÖNETİM VE İÇ GÜVENLİK BİRİMLERİ ARASINDAKİ İLİŞKİYE DAİR BİR İNCELEME: FRANSA ÖRNEĞİ

Öz

    Devletin temel işlevleri arasında sayılan yönetim
ve güvenlik, birbirini tamamlayan iki ayrı olgudur. Güvenlik olmadan yönetim,
yönetim olmadan ise güvenliğin temin edilmesi düşünülemez. Birbirine yön veren
yönetim ve güvenlik olgularından birindeki değişim diğerinin de değişimine
sebep olmaktadır. Böylelikle devletin yönetim mekanizmasında; merkezi yönetim
ile yerel yönetimlere ilişkin politikalarda yapılan değişiklikler güvenlik
hizmetlerinin işleyişine de sirayet etmektedir.

   Devlet
yönetiminde merkeziyetçilik düşüncesi ve idare hukukunun ülkede taşıdığı
tarihsel öneme binaen Fransa, yönetiminde merkeziyetçi anlayışın hâkim olduğu
ülkeler içerisinde akla ilk gelen örneklerden birisidir. Ülkedeki merkeziyetçi
yönetim anlayışının izleri iç güvenlik hizmetlerinin işleyişinde de
görülebilmektedir. Ancak Avrupa’da yerinden yönetim anlayışı üzerinde
yoğunlaşan tartışmalar Fransa’daki bu geleneksel merkeziyetçilik düşüncesinin
sorgulanmasına neden olmuş, bu durum ise birtakım değişimleri de beraberinde
getirmiştir. Bu çalışmada devletin yönetim ve güvenlik fonksiyonları arasındaki
ilişki; merkezi yönetim ve yerel yönetim politikaları ile bu politikaların
değişimi ekseninde Fransa örneği üzerinden incelenecektir.

    Türkiye
ve Fransa’nın merkezi ve yerel yönetim yapılanması büyük ölçüde benzerlik
göstermektedir. Fransa’da yönetim ve iç güvenlik birimleri arasındaki ilişkiyi
görebilmek için; süreç içerisinde ülkede yönetim ve güvenlik teşkilatında
meydana gelen değişimler ortaya konulacak, politika değişimine sebep olan
etkenler incelenecek, bu değişimlerin güvenlik hizmetlerini etkileme dereceleri
tartışılacaktır. Ülkelerin polis sistemleri ile ilgili yabancı yazında dikkate
değer ölçüde çalışma bulunmaktadır. Türkçe yazında ise bu çalışmalar sınırlı
düzeydedir. Söz konusu çalışmaların akademik düzeyde incelenmesinin artması, bu
alanda Türkçe yazının gelişmesi, yönetim birimleri ve güvenlik hizmetleri
arasındaki ilişkinin irdelenmesine hizmet edecektir. Yapılacak çalışmalar,
Türkiye’nin iç güvenlik politikalarında gerçekleştirilmek istenilen değişimler
için uygulama örneği teşkil edecektir.
