Öz

Bu çalışmada Hume’un siyasi iktidarın varlığı ve devamlılığıyla alakalı Locke’’un toplum sözleşmesi kuramına yönelik karşıtlığı bağlamında iki filozofun devlet anlayışları karşılaştırmalı bir biçimde analiz edilecektir. Bu karşıtlığın geri planında onun siyaset felsefesi problemlerine yaklaşırken tarihsel metodolojiyi kullanması ve genel olarak siyasal düzenin oluşmasında fayda kavramını esas alması ana nedenler olarak ortaya konacaktır. Bununla beraber Hume’un Locke toplum sözleşmesi karşıtlığına rağmen, siyasi iktidarın var oluş gayesi söz konusu olduğunda onunla hem fikir olduğu gösterilecektir. Siyasi iktidarın var oluş gayesinin bilhassa mülkiyeti korumak olduğu hususunda her iki filozofta aynı kanaattedir. Hume için özel mülkiyet genelin ortak çıkarlarının temel bir bileşenidir ve devlet tarafından kişilerin özel mülkiyeti korunmalıdır. Bundan dolayı Hume Locke’un öne sürdüğü toplum sözleşmesi karşıtı bir siyaset felsefesi yapmaktan ziyade hem ona eleştirel duran hem de bazı konularda ona katılan bir filozoftur.

The Source of Legitimacy of Political Power in John Locke and David Hume

Öz

In this study, John Locke and David Hume’s conceptions of the state will be analyzed comparatively, with particular attention to Hume’s opposition to Locke’s social contract theory, which is at the crux of political power. At the background of this opposition, we draw attention to Hume’s use of historical methodology while approaching the problems of political philosophy. In addition, we note Hume’s appeal to the concept of utility in the formation of the political order in general as another reason for his position. However, it will be shown that despite his opposition to the Locke social contract, Hume agrees with him when it comes to the purpose of the existence of political power. Both philosophers are of the same opinion that the purpose of the existence of political power is to protect property. For Hume, private property is an essential component of the common interests of the general public, and private property of individuals must be protected by the state. Therefore, we conclude that Hume is a philosopher who both criticizes Locke and agrees with him on some issues, rather than merely presenting a political philosophy criticizing Locke’s the social contract theory.
