CHRISTIAN BUEGER’İN DENİZ GÜVENLİĞİ MATRİSİ YAKLAŞIMIYLA ARKTİK DENİZ GÜVENLİĞİ TEHDİTLERİNİN DEĞERLENDİRİLMESİ

Öz

Bu makalenin amacı, Arktik deniz güvenliğinin evrimini çok boyutlu bir çerçevede analiz etmektir. Çalışma, Arktik deniz güvenliğiyle ilgili temel sorunları, karşılaşılan zorlukları ve geleceğe yönelik olasılıkları ele almaktadır. Bu bağlamda, yanıtlanması gereken iki temel araştırma sorusu öne çıkmaktadır: Arktik deniz güvenliği açısından hangi tehditler söz konusudur ve bu tehditler bölgenin deniz güvenliği dinamiklerini nasıl etkilemektedir? Makale, bu sorulara yanıt ararken Christian Bueger’in deniz güvenliği matrisini temel almaktadır. Bueger’in matrisi, 21. yüzyıldaki Arktik deniz güvenliği dinamiklerini ve bu dinamiklerin daha geniş çerçevesini açıklayabilmek için teorik bir çerçeve sunmaktadır. Bu doğrultuda çalışma, Arktik deniz güvenliğini Bueger’in matrisinde yer alan dört temel değişken çerçevesinde ele almaktadır: ulusal güvenlik, deniz çevresi, ekonomik kalkınma ve insan güvenliği. Ulusal güvenlik kapsamında devletlerarası anlaşmazlıklar, deniz çevresi açısından deniz kazaları, ekonomik kalkınma bağlamında yasa dışı, kayıt dışı ve düzenlenmemiş balıkçılık ve insan güvenliği bağlamında insan ticareti incelenmektedir. Bu çalışma, söz konusu değişkenler aracılığıyla Arktik deniz güvenliğini şekillendiren faktörleri ortaya koyarak bölgedeki güvenlik dinamiklerini kapsamlı bir şekilde analiz etmeyi amaçlamaktadır.

EVALUATION OF ARCTIC MARITIME SECURITY THREATS THROUGH CHRISTIAN BUEGER'S MARITIME SECURITY MATRIX APPROACH

Öz

The aim of this article is to analyze the evolution of Arctic maritime security within a multidimensional framework. The study addresses the key issues related to maritime security in the Arctic, the challenges encountered, and future prospects. In this context, two fundamental research questions emerge: What are the threats to Arctic maritime security, and how do these threats influence the region’s maritime security dynamics? The article seeks to answer these questions by employing Christian Bueger’s maritime security matrix as its theoretical foundation. Bueger’s matrix provides a conceptual framework for explaining the dynamics of Arctic maritime security in the 21st century and their broader implications. Accordingly, this study examines Arctic maritime security through the four core dimensions outlined in Bueger’s matrix: national security, marine environment, economic development, and human security. Within the scope of national security, interstate disputes are analyzed; regarding the marine environment, maritime accidents are examined; in the context of economic development, illegal, unreported, and unregulated fishing is discussed; and concerning human security, human trafficking is investigated. By exploring these dimensions, this study aims to provide a comprehensive analysis of the factors shaping Arctic maritime security and the security dynamics of the region.
