Borderless Security

Öz

In the post-Cold-War period the rise of internet, the proliferation of multi-national companies and transborder criminal organizations have emphasized one thing in common: the transboundary nature of information, finance and even crime. In a highly mobile world, the attempts to keep growing transborder flows under control by the same old methods, as in strengthening the barrier functions of borders, are not only inefficient but objectively harmful to society and the state. After the Cold War a systematic approach to border security has been developed. Border security can no longer be considered as a sub set of national security. This approach requires border security to be defended throughout the territory of the country, and outside the territory, not only at the borders. Given the nature and the scope of the new threats border security can no longer be considered a domestic issue or an internal security matter

Öz

Soğuk Savaş sonrası dönemde internetin yükselişi, çok uluslu şirketlerin yaygınlaşması, teknolojideki gelişmeler ve sınır aşan organize suç çeteleri tek bir ortak noktayı vurgulamaktadırlar: Bilginin, paranın ve hatta suçun sınır aşan doğası. Giderek artan bu sınır aşan akımları sınırı bir bariyer olarak yükseltmek gibi eski metotlarla kontrol altına almaya çalışmak sadece etkisiz değil aynı zamanda nesnel olarak topluma ve devlete zarar vermektedir. Soğuk Savaş’tan sonra sınır güvenliğinde sistematik bir yaklaşım geliştirilmiştir. Sınır güvenliği artık ulusal güvenliğin bir alt başlığı olarak değerlendirilemez. Bu yaklaşım sınır güvenliğinin sadece sınır hattında değil bütün ülke boyunca ve ülke dışında sağlanmasını gerekli kılar. Yeni risk ve tehditlerin kapsam ve doğalarını göz önüne aldığımızda sınır güvenliği artık bir iç mesele ya da iç güvenlik meselesi olarak düşünülemez
