GİRİŞİMCİLİK POTANSİYELİNİN ORTAYA ÇIKARILMASINDA ŞEHİR KÜMELENMELERİNİN ROLÜ: ÇİN ŞEHİR KÜMELENMELERİ ÖRNEĞİ VE TÜRKİYE İÇİN ÖNERİLER

Öz

Son yıllarda hem gelişmiş hem de gelişmekte olan ülkelerde kümelenmelerin ekonomik faaliyetlerdeki rolünü analiz eden çok sayıda çalışma ortaya çıkmıştır. Kümelenmeler işletmelerin rekabet edebilirliğini arttırmada, ülkenin rekabet üstünlüğünü kaybettiği alanları yeniden canlandırmada, bölgelerin ekonomik gelişimlerini sağlamada ve ülkenin rekabet edebilirlik derecesini arttırmada olumlu etkilere sahiptir (Romero ve Montoro 2008). Ayrıca kümelenmeler girişimcilik potansiyelinin ortaya çıkarılmasında da önemli bir yer tutmaktadır (Porter, 1990, 1998; Rocha, 2004). Bu açıdan bakıldığında kümelenme ile girişimcilik kavramlarının bir arada kullanılması sık görülen bir durumdur.
Bu noktada kümelenme kavramına farklı bir boyut getiren şehir kümelenmeleri kavramı ise uzun yıllardır birçok ülke tarafından kalkınma, kentleşme, yenilikçilik ve girişimcilik faaliyetlerinin geliştirilmesi için kullanılmaktadır. Bu çalışma kapsamında girişimcilik potansiyelinin ortaya çıkarılmasında şehirlerin kümelenmesinin önemine değinilmiştir. Şehir kümelenmelerini kalkınma ve kentleşme planları dahilinde dünyada en başarılı şekilde geliştiren Çin, bu noktada öne çıkmaktadır. Bu sebeple, bu çalışmada Çin şehir kümelenmeleri örneğinden yola çıkılarak Türkiye için benzer bir model önerisi sunulmuştur.
