Öz

In our country, it is determined seven core inflation indicators by a committe which is constructed by the Turkish Statistical Institute (TURKSTAT). These indicators are constructed by excluding approach. This approach is used by policy decision makers quite often, but found less reliable than alternative measures in amprical research. In the perspective of inflation targetting, core inflation must have some criteria. In this study, it is debated advantage and disadvantage of exluding approach and if TURKSTAT’s core measures have these criteria

Dışlama Yöntemi ve Türkiye’de Çekirdek Enflasyon

Öz

Ülkemizde Türkiye İstatistik Kurumu (TÜİK) tarafından oluşturulan bir komisyon tarafından yedi adet çekirdek enflasyon ölçüsü belirlenmiştir. Bu ölçüler dışlama yöntemiyle elde edilmiştir. Dışlama yöntemi politika karar vericiler tarafından oldukça sık kullanılmakta, ancak ampirik çalışmalarda alternatif ölçülere göre başarısız bulunmaktadır. Enflasyon hedeflemesi çerçevesinde çekirdek enflasyon ölçüsünün bazı özellikler taşıması gerekmektedir. Çalışmada, TÜİK çekirdek enflasyon ölçülerinin bu özellikleri yerine getirip getirmediği ve genel olarak dışlama yönteminin olumlu ve olumsuz yönleri tartışılmıştır
