II. MEŞRUTİYET'TEN CUMHURİYET'E EĞİTİM İSTATİSTİKLERİNDE MÜZELER
Öz
Osmanlı’dan Cumhuriyet’e geçiş sürecinde müzelerin eğitim ve kültür politikalarının bir parçası olarak nasıl yapılandırıldığı önemli bir konu olmuştur. Bu çalışma ile Osmanlı’dan Cumhuriyet’e tarihi devamlılık çerçevesinde istatistik mecmualarındaki bilgilerden hareketle Türkiye’deki müzeler ve müzecilik alanındaki gelişmeleri ortaya koymak amaçlanmıştır. Çalışmanın temel kaynaklarını, II. Meşrutiyet döneminde yayımlanan 1912–1913 ve 1913–1914 ders yıllarına ait eğitim istatistikleri ile Cumhuriyet’in ilanından sonra yayımlanan 1923–1924, 1924–1925 ve 1925–1926 ders yıllarını kapsayan ihsaiyat mecmuaları oluşturmaktadır. Araştırmada nitel araştırma yöntemlerinden tarihsel araştırma deseni benimsenmiş, veri toplama tekniği olarak doküman incelemesi kullanılmıştır. Çalışma kapsamında müzelerin idari yapıları, personel sayıları, bütçeleri, ziyaretçi sayıları, koleksiyonların içeriği, müze kütüphanelerinin nitelikleri ve müzelerde bulunan meskûkât, madalya ve mühürlere ilişkin istatistikler ayrıntılı biçimde analiz edilmiştir. Bulgular, II. Meşrutiyet Dönemi’nde Müze-i Hümayun’un yalnızca bir sergileme mekânı olmadığını; aynı zamanda düzenli bütçesi, personel kadrosu, ücretli ziyaret sistemi ve zengin koleksiyonlarıyla modern anlamda kurumsallaşmış bir kültür ve eğitim kurumu niteliği taşıdığını ortaya koymaktadır. Bu döneme ait istatistikler, müzeye gelen ziyaretçi sayılarının kayda geçirildiğini, müzenin gelir-gider dengesinin izlendiğini ve koleksiyonların dönemsel artış gösterdiğini göstermektedir. Ayrıca müze kütüphanesinde yer alan kitaplarının sayısı, dili ve türleri dikkate alındığında, müzenin bilimsel araştırmaları destekleyen önemli bir bilgi merkezi olduğu anlaşılmaktadır. Cumhuriyet’in ilanından sonra yayımlanan istatistik mecmuaları ise müzecilik alanında nicel ve mekânsal bir genişlemeye işaret etmektedir. Bu dönemde İstanbul Asar-ı Atika Müzesi’nin yanı sıra Ankara, Antalya, Bursa, Konya ve Adana gibi şehirlerde müzelerin kurulduğu; bazı ortaöğretim kurumları bünyesinde de müze ve koleksiyonların oluşturulduğu görülmektedir. Eğitim istatistikleri, müzelerin Maarif Vekâleti’ne bağlı olarak yapılandırıldığını ve kültür politikalarının bir parçası hâline getirildiğini ortaya koymaktadır. Ayrıca müzelerin bütçeleri, personel yapıları ve koleksiyon çeşitliliği Cumhuriyet’in kültürel mirası koruma ve yaygınlaştırma yönündeki yaklaşımını yansıtmaktadır. Sonuç olarak bu çalışma, Osmanlı’dan Cumhuriyet’e uzanan süreçte müzelerin eğitim politikalarıyla bütünleşen kurumsal yapılar olarak ele alındığını ve eğitim istatistikleri aracılığıyla sistemli biçimde takip edildiğini göstermektedir.

Museums in Education Statistics from The Second Constitutional Period to The Republic
Öz
The manner in which museums were structured as part of education and culture policies during the transition from the Ottoman Empire to the Republic constitutes an important subject of inquiry. This study aims to reveal the developments in museums and museology in Türkiye by drawing on information contained in statistical yearbooks within the framework of historical continuity from the Ottoman period to the Republican era. The primary sources of the study consist of education statistics covering the academic years 1912–1913 and 1913–1914 published during the Second Constitutional Period, as well as the statistical yearbooks encompassing the academic years 1923–1924, 1924–1925, and 1925–1926 published after the proclamation of the Republic. The study adopts a historical research design, one of the qualitative research methods, and employs document analysis as the data collection technique. Within the scope of the study, the administrative structures of museums, numbers of personnel, budgets, visitor figures, the content of collections, the characteristics of museum libraries, and statistics concerning coins, medals, and seals held in museums were analyzed in detail. The findings indicate that during the Second Constitutional Period, the Müze-i Hümayun was not merely an exhibition space but also a modern, institutionalized cultural and educational institution characterized by a regular budget, an established staff structure, a fee-based visitor system, and rich collections. Statistics from this period demonstrate that museum visitor numbers were systematically recorded, income and expenditure were monitored, and collections increased periodically. Moreover, considering the number, language, and types of books in the museum library, it is evident that the museum functioned as an important center supporting scholarly research. Statistical yearbooks published after the proclamation of the Republic point to a quantitative and spatial expansion in the field of museology. During this period, in addition to the Istanbul Museum of Antiquities, museums were established in cities such as Ankara, Antalya, Bursa, Konya, and Adana, and museums and collections were also formed within certain secondary education institutions. Education statistics reveal that museums were organized under the Ministry of Education and became an integral component of cultural policies. Furthermore, the budgets, personnel structures, and diversity of collections of museums reflect the Republic’s approach to the protection and dissemination of cultural heritage. In conclusion, the study demonstrates that museums were regarded as institutional structures integrated with education policies during the transition from the Ottoman Empire to the Republic and were systematically monitored through education statistics.
