TWO BRITISH OFFICERS IN THE BOUNDARY DELIMITATION COMMISSIONS: THE OTTOMAN EMPIRE'S NEW BORDER REGIONS THROUGH THE EYES OF MAJOR-GENERAL ARDAGH AND LIEUTENANT-GENERAL HAMLEY (1878-1881)

Frontier regions are multilayered zones of contact and transition whose internal dynamics and daily functioning remain highly susceptible to intervention. This instability became especially visible during border delimitation processes, particularly in the territories of the Ottoman Empire, which throughout the nineteenth century experienced continuous territorial contraction due to successive wars and was therefore compelled to establish new frontier zones. One of the most significant periods of border delimitation and administrative restructuring occurred following the Russo-Turkish War of 1877–1878. These activities were completed between 1878 and 1881. During this period, border delimitation commissions undertook initiatives aimed at regulating the frontier regions through close examination of the areas and routes along which the border line extended. Numerous commissions were established to determine the borders that emerged following the Russo-Turkish War of 1877–1878.Through their investigations, these commissions produced detailed geographical and social reports concerning the borderlands under examination.
This study is based primarily on the memoirs of two British officers, Lieutenant General Edward Bruce Hamley and Major General John Ardagh, both of whom served on several of these commissions. Their observations regarding the Ottoman frontier regions and the general condition of the empire provide valuable insight into living conditions in the borderlands and the effects of the policies implemented during the demarcation of the new Ottoman borders. Within the framework of these published memoirs, this study examines both the activities of the border delimitation commissions and the condition of the Ottoman frontier regions during the delimitation process.

SINIR TESPİT KOMİSYONLARINDA İKİ İNGİLİZ: TÜMGENERAL ARDAGH VE KORGENERAL HAMLEY’İN GÖZÜNDEN OSMANLI DEVLETİ’NİN YENİ SINIR BOYLARI (1878-1881)

Sınır boyları, iç dinamikleri ve gündelik işleyişi sürekli müdahaleye açık, çok katmanlı temas ve geçiş mekânlarıdır. Sınır boylarındaki değişkenlik eğilimi özellikle sınır tespit süreçlerinde üst seviyede gözlemlenebilmektedir. Bu durum, özellikle 19. yüzyıl boyunca sürekli savaşlarla daralmakta olan ve yeni sınır boyları üretmek zorunda kalan Osmanlı Devleti için geçerlidir. Osmanlı Devleti’nin sınır boylarındaki tespit çalışmalarının hızla sürdürüldüğü ve idari yapılanma ihtiyacının en şiddetli biçimde hissedildiği dönemlerden biri de 1877-1878 Osmanlı-Rus Savaşı’nın ardından vuku bulan sınır tespit süreçleridir. Söz konusu faaliyetler 1878–1881 yılları arasında tamamlanmıştır. Bu dönemde sınır boylarını ve sınırın geçeceği istikameti yakından inceleyerek düzenleme girişimleri sınır tespit komisyonları tarafından hayata geçirilmiştir. 1877-1878 Osmanlı Rus Savaşı’nın sonucunda ortaya çıkan sınırları belirlemek üzere çok sayıda sınır tespit komisyonu faaliyet göstermiştir. Bu komisyonlar, incelemede bulundukları sınır boyları hakkında hem sosyal hem de coğrafi anlamda ayrıntılı rapor ve protokoller ortaya koymuşlardır.
Bu çalışmada, 1877-1878 Osmanlı-Rus Savaşı’nın ardından faaliyet gösterecek sınır tespit komisyonlarının büyük bir kısmında görev almış olan iki İngiliz subayın, Korgeneral Edward Bruce Hamley ve Tümgeneral John Ardagh’ın hatıratları temel dayanak noktası olarak ele alınacaktır. Her iki subayın hem Osmanlı sınır boylarına hem de ülkenin genel durumuna dair gözlemleri, savaşın ardından Osmanlı Devleti’nin yeni sınırlarının belirlendiği süreçte bölgedeki hayat şartlarına ve tarafların uygulamaya koydukları politikaların sınır bölgelerine etkilerine ışık tutar niteliktedir. Çalışmamızda, kitap haline getirilmiş olan bu iki hatırat çerçevesinde sınır tespit komisyonlarının faaliyetleri ve bu tespit süreçleri esnasında Osmanlı sınır boylarının içerisinde bulunduğu durum incelenecektir.
