Sosyal Harcamaların Gelir Dağılımı Üzerindeki Etkisi: Orta ve Doğu Avrupa Ülkeleri Örneği

Öz

Sosyal refah devleti açısından önemli bir yere sahip olan sosyal harcamalar, düşük gelir grubuna yönelik olduğundan dolayı gelir dağılımı üzerinde etkili olabilmektedir. Bu çalışmada panel veri analizi kullanılarak 7 Orta ve Doğu Avrupa ülkesinde 2005-2017 yılları arasında sosyal harcamalar içerisinde yer alan sosyal koruma harcamaları ile emekli maaş ödemelerinin gelir dağılımı üzerindeki etkisinin incelenmesi amaçlanmıştır. Çalışma sonucunda emekli maaş ödemelerinin gelir dağılımı adaletsizliği üzerinde negatif yönlü bir etkiye sahip olduğu, sosyal koruma harcamalarının ise gelir dağılımı üzerinde anlamlı bir etkiye sahip olmadığı tespit edilmiştir.
