Covid-19 Salgını ve Dış Ticarette Kriz Yönetimi: Türkiye Örneği

Öz

Koronavirüs hastalığı olarak bilinen, SARS-CoV-2 virüsünün neden olduğu Covid-19 salgını Aralık 2019'da Çin'in Hubei eyaletindeki Wuhan şehrinde ortaya çıkıp kısa sürede tüm dünyaya yayılmıştır. Dünya Sağlık Örgütü tarafından pandemi ilan edilen Covid-19, bireyleri olduğu kadar ülke ekonomilerini de büyük bir belirsizlikle sınamaktadır. Devletlerin salgın döneminde aldıkları çeşitli tedbirler makro düzeyde ülke refahına yönelik politikaların sürdürülebilirliğini sağlamaya dönüktür. Genel refah düzeyi bakımından gerek salgın dönemine gerekse salgın sonrası döneme yansımaları önemsenerek dönüştürülen alanlardan biri de dış ticarettir. Bu makalede, McConnell’in kriz yönetimi performansına ilişkin süreç sınıflandırması bağlamında, Covid-19 salgını döneminde Türkiye’nin dış ticaret açısından kriz yönetiminin başarılı olup olmadığı araştırılmıştır. McConnell’in çalışmasında önerdiği kanıtlar esas alınarak derlenen veriler ışığında, salgının ilk altı aylık döneminde Türkiye’nin dış ticaret açısından kriz yönetiminin başarılı olduğu sonucuna varılmıştır.

Covid-19 Pandemic and Crisis Management in Foreign Trade: The Case of Turkey

Öz

Covid-19 pandemic, caused by SARS-CoV-2 virus and known as coronavirus, broke out in December 2019 in Wuhan city in Hubei province of China and spread across the world in a short time. Declared as a pandemic by the World Health Organization, Covid-19 tests national economies as well as individuals with great uncertainty. Various measures taken by states during the pandemic period are aimed at ensuring the sustainability of the macro-level policies for the welfare of the countries. In terms of general welfare, foreign trade is one of the areas that have been transformed by paying attention to both the pandemic and the post-pandemic period. In this article, within the context of McConnell's process classification of crisis management performance, whether Turkey succeeded in crisis management in terms of foreign trade in the outbreak period was investigated. In the light of the data gathered on the basis of evidence suggested in McConnell's work, Turkey's crisis management in terms of foreign trade has been concluded to be successful in the first six months of the pandemic.
