Öz

Bu çalışmanın amacı Türkçe literatürde ihmal edilen “stratejik kuvvet aktarma” kavramını açıklamak ve Türkiye’nin Soğuk Savaş sonrası dönemde giderek artan oranda ihtiyaç duyduğu kuvvet aktarma yeteneklerinin incelenmesidir. Makale, Türkiye’nin caydırıcılık vasfına haiz bölgesel güç olma arayışına bağlı olarak Silahlı Kuvvetlerin sahip olduğu ve yakın gelecekte geliştirilmesi gereken yetenekler nelerdir sorusuna cevap aramaktadır. Stratejik kuvvet aktarımı kavramı ve bu kavramla ilgili hususlar, yabancı askeri literatürdeki kaynakların doküman analizi yöntemi ile taranması sonucunda tanımlanmıştır. Bu tanımlar ışığında Türkiye’nin kuvvet aktarma ihtiyaçları, bu ihtiyaçlara göre oluşturulan yurtdışı üslerin durumu ele alınmıştır. Makalenin temel bulgusu; Türk Silahlı Kuvvetlerinin kuvvet aktarma yeteneklerinin diğer millî güç yetenekleriyle desteklenmesinin planlanması yönünde bir koordinasyon kurulmasının önemine dikkat çekilmektedir.

Strategic Force Projection and Analysis of the Force Projection Capabilities of the Turkish Armed Forces

This study aims to elucidate the concept of “strategic force projection,” which has been largely overlooked in the Turkish literature, and to assess the force projection capabilities that Türkiye increasingly requires in the post-Cold War context. This article addresses the question of which capabilities the Turkish Armed Forces (TAF) currently possess and what additional capabilities they must develop soon to fulfill their ambition of becoming a regional power with effective deterrence. Due to the lack of Turkish references, the concept of strategic force projection and its associated issues are clarified through document analysis of foreign military literature. Based on these definitions, the article discusses Türkiye's force projection needs and the status of its overseas bases established to meet them. A key finding of the article underscores the significance of coordination of planning efforts to align the force projection capabilities of the TAF with other national power resources.
