TÜRKİYE’DEKİ EĞİTİM VE ARAŞTIRMA HASTANELERİNİN VERİMLİLİĞİNİN PABON LASSO VE VERİ ZARFLAMA ANALİZLERİ İLE BELİRLENMESİ

Öz

Bu çalışmanın amacı, Türkiye’deki eğitim ve araştırma hastanelerinin verimlilik düzeylerini belirlemektir. Çalışmanın evrenini Sağlık Bakanlığına bağlı hâlihazırda toplam 59 adet kamu eğitim ve araştırma hastaneleri oluşturmaktadır. Veriler Sağlık Bakanlığı Kamu Hastaneleri Genel Müdürlüğü tarafından 2018 yılında yayınlanan istatistik raporlarından elde edilmiştir. Araştırmada hastanelerin verimlilik düzeylerini belirlemede, Veri Zarflama Analizi ve Pabon Lasso Modeli kullanılmış olup, analizler DEA-Solver Pro ve Microsoft Excel ofis programı ile gerçekleştirilmiştir. Elde edilen bulgular neticesinde 2017 yılında hastanelerin Veri Zarflama Analizine göre %37’si verimli iken, Pabon Lasso yöntemine göre %30,5’inin en verimli bölgede yer aldığı saptanmıştır. Çalışmadan elde edilen sonuçların, hastane yöneticilerine hastanelerin verimliliği konusunda kanıta dayalı bilgiler sunması beklenmektedir.
