FROM A PUBLIC MANAGEMENT PERSPECTIVE, APPLICABILITY OF PERFORMANCE-BASED REMUNERATION SYSTEM IN TURKISH PUBLIC PERSONNEL MANAGEMENT

Today, experienced political, socio-cultural and began to shape the understanding of public administration in parallel with technological change "public management" concept of public services "aims at the efficient and effective". More rational determination of public services provided to citizens by the regulation on the basis of private sector business principles of public administration, defined public institutions in the reorganization of the service line and increasing the efficiency of the staff that will offer public services, considered as the objectives of this approach. The cost of staff will in this direction, which will be determined by evaluating the service revealed that in terms of quantity and quality practices for performance directly connected to bringing it aims to increase efficiency produced and applied. Working in this performance-based wage system of public administration by working to demonstrate the level of compliance with the characteristics and advantages and disadvantages in terms of the culture of the public administration system has been a number of suggestions.
