RECOMMANDATIONS TO PRODUCE EMPLOYMENT FACILITES FOR SYRIAN REFUGEES IN THE GLOBAL MARITIME LABOUR MARKET

Turkey has reached a record number of refugees and migrant in the world history, because of a chronical war in the southern bound. These refugees are supplied with their need in short term but long term strategic plans should be made as well. Over the years, developments that may lead to social conflict can arise. Therefore, a convenient employment policy should be made and applied. Thus, social conflicts can be prevented. In consideration unemployment ratio is high in Turkey, should search and study opportunities for Syrian refugees in the global maritime labour markets. The only sector is maritime that no any obstacles for employment in the global labour markets. Sea farers could be employed in multinational crewing ships. Maritime sector is “sui generis” with globalization of labor but not only Capital. By strategic plans, Syrian refugee seamen should be given educations and establish new employment policies in the global maritime labour markets. Labour unions, Civil social organizations, public institutions, private crewing Agencies and especially Turkish State Labour Organization should make studies. The studies should be turned into social responsibility projects and campaigns should be governed towards to strong maritime companies which can supply employment facilities in their fleets. By cooperating with global maritime companies and global crew management companies, it should be created new formulas for the employment of refugees. Beyond assisting some financial aid, burden on Turkey’s shoulders should be solved with employment formulas via positive campaigns. ITF should have an active role within these campaigns as far as the oldest and strongest labour confederation. On the other side, should cooperate and prepare researches together with ISF, The World Shipowners Federation. In this study, should be explored availability of supply of refugees as sea farer through statistical figures and will be issued campaigns and announce studies.
