FROM GOVERNANCE TO DIGITAL GOVERNANCE: TECHNOLOGICAL DIMENSION OF PARADIGM SHIFT

It is introduced from understanding of classical management approach to governance approach in developed countries in last years. Classical management approach now is transforming into participant management with many actors. Today, the rapid development in information and communication technologies has made the transition to digital governance governance by slightly changing of this process. Now the paradigm shift taking place in many countries is transforming to digital governance by the effect of technology. In this process, digital governance is working to increase its effectiveness of public services application with e-democracy, e-government and m-government. Governance, which is known as manageability, foresees a system that envisages managing together, with participation rather than a downward one-sided management style. The participation of non-governmental organizations and the private sector at all levels, from decision-making to decision-making, is the basis of the concept. The concept is divided into three as an economic governance that has effects on equality, poverty and quality of life, including processes affecting the economic activities of an country and its relations with other economies, as political governance that sets policy-making decision processes and as the administrative administration system including the policy implementation system. Besides these, common types of governance can be defined as global, public and good governance. Today, digital governance, which forms the basis of our work, has been added. In the study, digital governance will be addressed in priority and in detail. Today, fast-growing digital technologies have become effective in all areas of society in recent times. In particular, national and regional governments around the world have begun to resort to digital technologies to create positive values, especially in governance outputs. In this process, it is foreseen that public resources will be supplied with digital technologies based on digital infrastructure and broadband systems. In this environment, the definition of citizens also evolves into digital citizens. Digital governance manages these environments created by digital citizens. In this study the concept of digital governance is examined in the context of e-government and m-government and e-democracy.
