The changing management approach has modified the understanding that the activities to be carried out in the public interest will only be carried out by the state. In addition to state institutions and bodies, non-governmental organizations have started to make efforts in the services to be made to the society and these efforts have started to diversify and increase gradually. Sometimes the activities carried out by the state bodies alone can be carried out som times with the partnerships of voluntary organizations such as non-governmental organizations. In this study, non-governmental organizations and local administrations operating in Burdur Province were examined within the framework of governance understanding. The right-based, solidarity-based and similar associations, foundations and unions serving in Burdur have been analyzed. t the same time, the capacities of Civil Society Organizations to cooperate with each other were also examined. The barriers or opportunities that emerged to establish these collaborations have been identified. It has been researched how both local governments and non-governmental organizations evaluate and interpret the process. The study is a qualitative study. In-depth interviews were conducted with representatives of both the local government and non-governmental organizations to collect the data. Content analysis was used to analyze the data. Non-governmental organizations are not willing to share the powers of local government representatives and concerns of local government representatives that non-governmental organizations are out of their founding goals is one of the remarkable findings of the study.
