INFORMAL EMPLOYMENT AS A NON-WAGE FACTOR
INFLUENCING LABOUR SUPPLY AND ITS EFFECT ON LABOUR
MARKET IN TURKEY

The 1973 oil crisis is a milestone in terms of fundamental transformations in the
economic, social and political fields. This crisis, which caused the end of the
Golden Age on the one hand, was also the reason for the rapidly advancing neoliberal
politics that underdeveloped nations regard as the only way out. In this
sense, underdeveloped countries have tried to integrate with the global economy
and realize economic growth through commercial and financial liberalization,
privatization, deregulation and foreign expansion policies. But these policies have
created a new structure in which production changes from beginning to end. A
pattern of integration that did not meet the goals and expectations was born and it
has been faced with economic crisis more than growth. It is not possible to say
that Turkey has experienced different developments than other underdeveloped
countries. In this process, applications of externalization of production, which is
one of the cost reduction strategies of multinational enterprises, have eroded the
protective regulations on the labor market in underdeveloped countries and
forced domestic enterprises that want to take place in the production network of
the multinational companies. The informal sector and employment have gained as
much volume as to raise suspicion and concern that it supports the formal sector.
The purpose of this study is to examine the causes and consequences of the
"informal employment" phenomenon, based on these doubts and concerns, in
relation to the neo-classical theory, and to show its impact on the Turkish labor
market especially after the global financial crisis of 2008

İŞGÜCÜ İSTEMİNİ ETKİLEYEN ÜCRET DIŞI BIR UNSUR OLARAK “KAYIT DIŞI İSTİHDAM” VE TÜRKİYE İŞGÜCÜ PİYASASINA ETKİSİ
Öz
1973 yılında yaşanan petrol krizi ekonomik, sosyal ve siyasal alanda yaşanan
köklü dönüşümler açısından bir kilometre taşıdır. Bir yandan Altın Çağ’ın sona
ermesine neden olan bu kriz, bir yandan da azgelişmiş ülkelerin tek çıkar yol
olarak gördükleri neo-liberal politikaları hızla yürürlüğe koymalarına kaynaklık
etmiştir. Bu anlamda azgelişmiş ülkeler, ticari ve mali serbesti, özelleştirme,
düzensizleştirme ve dışa açılma politikaları aracılığıyla küresel ekonomiyle
bütünleşmeye ve ekonomik büyümeyi gerçekleştirmeye çalışmışlardır. Ancak bu
politikalar, üretimin baştan ayağa değiştiği yeni bir yapı ortaya çıkartmış; amaç
ve beklentileri karşılamayan bir bütünleşme örüntüsü doğmuş ve ekonomik
büyümeden çok ekonomik krizlerle karşılaşılmıştır. Türkiye’de de diğer azgelişmiş
ülkelerden farklı gelişmelerin yaşandığını söyleyebilmek olası değildir. Bu
süreçte, çok uluslu işletmelerin maliyet düşürme stratejilerinden biri olarak
uygulamaya geçirdikleri üretimin dışsallaştırılmasına ilişkin uygulamalar, bir
yandan azgelişmiş ülkelerde işgücü piyasalarına ilişkin koruyucu düzenlemeleri
aşındırmış, bir yandan da çok uluslu işletmenin üretim ağında yer almak isteyen
yerli işletmeleri kayıt dışına çıkmaya zorlamıştır. Kayıt dışı sektör ve istihdam,
kayıtlı sektörü desteklediğine ilişkin şüphe ve endişe uyandıracak kadar hacim
kazanmıştır. Bu çalışmanın amacı da bu şüphe ve endişelerden yola çıkarak, neoklasik
işgücü sunumu kuramına göre “kayıt dışı istihdam” olgusunu nedenleri ve
sonuçları ile incelemek ve özellikle 2008 yılındaki küresel mali kriz sonrasında
Türkiye işgücü piyasasına etkilerini ortaya koymaktır
