KAYIT DIŞI İSTİHDAMIN EKONOMİK ETKİLERİ

Öz

Toplumların temel ekonomik sorunları arasında yer alan kaynakların kullanımı ile ilgili olan kayıt dışı istihdam çözümler üretilmesi gereken ekonomideki en temel sorunlar arasında yer almaktadır. Bundan dolayı ekonomisinin gelişmesinin önünde bir engel olarak görülen kayıt dışı istihdam kaynakların etkin olarak kullanılmasını ve büyümeye kanalize olmasını da etkileyebilmektedir .Çünkü doğru ölçümler yapılamayan ekonomik olaylar; tam istihdam, fiyat istikrarı, ekonomik büyüme ve gelir dağılımında adalet gibi ideal makroekonomik hedeflere ulaşılmayı da zorlaştırabilecektir. Çözümün hız, esnek ve pratik olabilmesi açısından kayıt dışı istihdamın boyutlarının belirlenmesi ve çözüm önerilerinin sunulması önem taşımaktadır. Politik, sosyolojik, teknolojik ve ekonomik olarak nedenleri ve sonuçları bakımından çok karmaşık bir yapı olarak ortaya çıkan kayıtdışı istihdam daha çok iktisadi faktörler dışında nüfus, eğitim, sağlık, hizmetler, tarım, sanayi ve ticaret gibi sektör ve faktörlerle de kayıt dışı ekonomi ve kayıt dışı istihdamın birçok nedeni araştırılabilmelidir. Bu doğrultuda dikkate alınan bu çalışma üretici, yatırımcı, tasarrufcu kesimlerinde oluşturduğu ve ekonomiyi etkileyen parasal ve mali politikalarında etkileyebilmektedir. Bu bağlamda ele alınan çalışmada kayıt dışı ekonomi ve kayıtdışı istihdamın tanımı, unsurları ve nedenleri ortaya konularak durumu incelenmiştir. Ayrıca kayıt dışılığın işgücüne yönelik ekonomik ve sosyal etkileri belirlenmeye çalışılarak öneriler yapılmıştır
