PERCEPTIONS ON THE OBSTACLES OF STRATEGY EXECUTION: THE CASE OF TURKISH PUBLIC ORGANIZATIONS

The main objective of the study is to determine perceptions of public employees on strategy execution obstacles in Turkish public organizations. In this context, a questionnaire was applied to the employees of public organizations for examining their perceptions on strategy implementation/ execution process and strategy execution obstacles. These obstacles were classified as in six groups: translation of strategic objectives to employees, motivation level, resistance, development hell, groupthink and underperformance. Findings from the survey suggest that the translation stage was perceived as successful, the level of understanding the strategic objectives and the perceived motivation was high, any other obstacles were not perceived at the public organizations except the development hell obstacle.
